On refusal to issue a license to conduct security activities

The Ministry of Internal Affairs of Ukraine applied for the issuance of a license to conduct security activities by the limited liability company “SiGard Service” (hereinafter referred to as the license applicant).

According to the results of consideration of the application and documents submitted by the license applicant, it is established that a copy of the work book of an employee who is entrusted with the duties of a specialist in organizing security measures (hereinafter referred to as a specialist) does not confirm his qualification as defined in paragraph 14 of the License Conditions for the Conduct of Security Activities, but approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 18, 2015 No. 960 (hereinafter — License Terms), because according to Article 1 of the Law of Ukraine “On Security Activities”, a specialist in organizing security measures is the head of the security entity or his deputy, the head of a branch, another separate structural unit or his deputy, whose official duties include the organization and conduct of security measures, control over the performance by the security personnel of the duties assigned to it.

In accordance with the entry in the work book of a specialist, his qualification can be confirmed by providing a copy of the document on the service experience in the positions of the officer staff in the operational and investigative units of the internal affairs bodies or in the positions of the middle and senior leadership of the law enforcement agencies, which is at least three years.

In addition, before applying for a license, the license applicant must submit a copy of the work book of a specialist or an employment agreement signed with him.

In accordance with paragraph 1 of part three of Article 13 of the Law of Ukraine “On Licensing of Business Activities”

I ORDER:

1. Refuse to issue a license to conduct security activities to the limited liability company “SiGard Service” (identification code 44422345, location: Zavodskaya Square, building 1, building G, city of Nikolaev, 54050, application dated November 11, 2021 No. 98611).

2. Department of Communications (Shevchenko A.) to ensure the posting of this order on the official website of the Ministry of Internal Affairs for the publication of the working day decision on the next day.

3. The Licensing Office (Chernyshova O.) ensure control over the execution of this order.
