On refusal to issue a license to conduct economic activities

The State Scientific Research Institute of Chemical Products (hereinafter — the license applicant) applied to the Ministry of Internal Affairs of Ukraine for obtaining a license to conduct business activities.

According to the results of consideration of the application and documents, a discrepancy was established between the data in the supporting documents and the actual state of the license applicant at the time of submission of documents.

Thus, the documents provided, namely the Technical Conditions, do not confirm the possibility of the license applicant to carry out the type of activity specified by him in the application.

In addition, permits for the opening of a permit system object do not confirm the existence of a place of activity, the types of which are defined by the License Conditions approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 02, 2015 No. 1000.

It is possible to eliminate these shortcomings by correctly indicating in the application the type of economic activity for which the license applicant intends to obtain a license, as well as providing a copy of the permission to open the object of the permit system corresponding to the type of place of conduct of the activity in accordance with the requirements of the License Terms.

In accordance with paragraph 1 of part three of Article 13 of the Law of Ukraine “On Licensing of Business Activities”

I ORDER:

1. To refuse the STATE SCIENTIFIC RESEARCH INSTITUTE OF CHEMICAL PRODUCTS (identification code 14015318; location: Sadovyi bulvar street, building 59, Shostka city, Sumy region, 41100; application dated 16.02.2021 № 115-2021) to issue a license to conduct economic activities for the production and repair of non-military firearms and ammunition thereto, cold weapons, pneumatic weapons of caliber over 4.5 millimeters and bullet flight speeds of more than 100 meters per second, trade in firearms for non-military purposes, and ammunition for it, cold weapons, pneumatic weapons with a caliber of more than 4.5 millimeters and a bullet flight speed of more than 100 meters per second; production of special equipment loaded with tear and irritant substances, personal protection, active defense and their sale.

2. Department of Communications (Shevchenko A.) to ensure that the order is posted on the official website of the Ministry of Internal Affairs for publication no later than the working day following the day of adoption of this decision.

3. Licensing Administration (Kamyshanov V.) to ensure control over the execution of this order.
