THE ORDER

On Amendments to the Order of the Ministry of Internal Affairs of February 11, 2013 No. 126

In accordance with Article 15 of the Law of Ukraine “On Access to Public Information” and the Resolution of the Cabinet of Ministers of Ukraine of November 21, 2011 No. 1277 “Issues of the Public Information Accounting System”, in order to ensure the functioning and maintenance of the public information accounting system in the Ministry of Internal Affairs of Ukraine, as well as bringing regulatory and legal acts in accordance with the legislation of Ukraine, taking into account organizational and staff structure of the Ministry of Internal Affairs

I ORDER:

1. Make the following amendments to the Order of the Ministry of Internal Affairs of Ukraine of February 11, 2013 No. 126 “On Ensuring the Functioning and Maintenance of the Public Information Accounting System in the Ministry of Internal Affairs of Ukraine”:

1) in subparagraph 1.2 of paragraph 1, the word “List” shall be replaced by the words “Sample List”;

2) in sub-paragraph 2.1 of paragraph 2, the words “Department of regime, secret and documentary support of the Ministry of Internal Affairs of Ukraine” shall be replaced by the words “Department for regime and official activities of the Ministry of Internal Affairs”;

3) in paragraph 3, replace the words “Department of information and analytical support of the Ministry of Internal Affairs of Ukraine (Arshinov I.A.)” with the words “Department of Information Technologies of the Ministry of Internal Affairs (Burzhinsky V.A.)” ;

4) in paragraph 4, the words “Public Relations Department of the Ministry of Internal Affairs of Ukraine (Polishchuk V.P.), the Department of Information and Analytical Support of the Ministry of Internal Affairs of Ukraine (Arshinov I.A.)” shall be replaced by the words “Department of Communications of the Ministry of Internal Affairs (Shevchenko A.V.), Department of Information Technologies of the Ministry of Internal Affairs (Burr) V.A.)” ;

5) paragraph 5 shall be excluded;

in this regard, paragraphs 6-8 shall be considered paragraphs 5-7, respectively.

6) paragraph 5 of the order shall be stated in the following version: “5. Heads of territorial scientific research expert and forensic centers, regional service centers of the Ministry of Internal Affairs in the Autonomous Republic of Crimea and in the city of Sevastopol, regions, in the city of Kiev, higher educational institutions of the Ministry of Internal Affairs, as well as institutions, institutions and enterprises belonging to the sphere of management of the Ministry of Internal Affairs, to develop own provisions on the Accounting System”;

7) add the following text after paragraph 5 with a new paragraph 6: “6. The approximate list of public information, which is managed by the Ministry of Internal Affairs of Ukraine, is not exhaustive. The heads of structural units of the apparatus of the Ministry of Internal Affairs of Ukraine, the State Research Expert and Forensic Center of the Ministry of Internal Affairs, the State Research Institute of the Ministry of Internal Affairs of the Ministry of Internal Affairs, the Main Service Center of the Ministry of Internal Affairs should timely submit proposals to the Department for the regime and service activities of the Ministry of Internal Affairs of the Ministry of Internal Affairs of Ukraine on amendments to the Provisional Regulation a list of types of public information managed by the Ministry of Internal Affairs of Ukraine”;

in this regard, paragraph 7 shall be regarded as paragraph 8;

8) in paragraph 8 of the order, replace the words “Deputy Minister — Head of Staff Lekar S.I.” with the words “Deputy Minister — Head of Staff Takhtai O.V.”.

2. Approve the following attached:

1) Amendments to Chapter II of the Regulation on the System of Public Information Accounting in the Ministry of Internal Affairs, approved by the Order of the Ministry of Internal Affairs of Ukraine dated February 11, 2013 No. 126;

2) Amendments to the List of types of public information managed by the Ministry of Internal Affairs, approved by the Order of the Ministry of Internal Affairs of Ukraine dated February 11, 2013 No. 126.

3. The heads of structural units of the apparatus of the Ministry of Internal Affairs of Ukraine, the State Research Expert and Forensic Center of the Ministry of Internal Affairs, the State Research Institute of the Ministry of Internal Affairs of the Ministry of Internal Affairs, the Main Service Center of the Ministry of Internal Affairs, the Main Directorate of the National Guard of Ukraine shall ensure the execution of this order.

4. Control over the execution of the order will be entrusted to the Deputy Minister-Chief of Staff Takhtai O.V.

AMENDMENTS
to the List of types of public information managed by the Ministry of Internal Affairs of Ukraine

1. In the title, replace the word “List” with the words “Sample List”.

2. In subparagraphs 1.2 and 1.3 of paragraph 1, the words “head offices, sectors” shall be excluded.

3. Subparagraphs 10.1, 10.2, 10.3 of paragraph 10 shall be worded as follows:

“10.1. Plans of measures for the prevention and prevention of corruption offenses in the structural units of the Ministry's apparatus, the State Research Expert and Forensic Center of the Ministry of Internal Affairs, territorial research expert and forensics centers, the Main Service Center of the Ministry of Internal Affairs, regional service centers of the Ministry of Internal Affairs in the Autonomous Region The Republic of Crimea and in the city of Sevastopol, the regions, in the city of Kiev, the State Research Institute of the Ministry of Internal Affairs, higher educational institutions of the Ministry of Internal Affairs, as well as institutions, institutions and enterprises belonging to the sphere of management of the Ministry of Internal Affairs. ;

“10.2. Reports on the implementation of the Plan of measures for the prevention and prevention of corruption offenses in the structural units of the Ministry's apparatus, the State Research Expert and Forensic Center of the Ministry of Internal Affairs, territorial scientific and forensic expert centers, the Main Service Center of the Ministry of Internal Affairs, regional service centers of the Ministry of Internal Affairs in the Autonomous Republic of Crimea and in the city of Sevastopol, regions, in the city of Kiev, the State Research Institute of the Ministry of Internal Affairs, higher educational institutions of the Ministry of Internal Affairs, as well as institutions, institutions and enterprises belonging to the sphere Department of the Ministry of Internal Affairs.” ;

“10.3. Information on persons held accountable for committing corruption offences.”

4. Supplement the Exemplary List with a new item of the following content: “16. Information in the field of lustration.

16.1. Results of verification of the accuracy of information submitted by officials and officials of state authorities and local self-government bodies, as well as persons applying for relevant positions in the Ministry of Internal Affairs regarding the application of prohibitions provided for by the Law of Ukraine “On Cleansing Power”.

16.2. Information containing records on lustration, analysis and generalization of such information.

16.3. Information containing methodological materials on the practical application of the norms and requirements of the “Law of Ukraine “On the Purge of Power”.

AMENDMENTS
to Section II of the Regulation on the Public Information Accounting System in the Ministry of Internal Affairs of Ukraine

1. Paragraph 2.1 is worded as follows:

“2.1. The implementation of control over ensuring the entry and registration of information in the Accounting System and on the state of its formation is entrusted to the Department for the regime and service activities of the Ministry of Internal Affairs (DALI-DPRSD)”.

2. In paragraph 2.2, replace the words “Department of Information and Analytical Support of the Ministry of Internal Affairs (hereinafter - DIAZ)” with the words “Department of Information Technologies of the Ministry of Internal Affairs (hereinafter - DIT)”.

3. In paragraph 2.4, replace the word “DIAZ” with the word “DIT”.

4. In paragraph 2.7, the words “Department for ensuring access to public information of the DRSDZ” shall be replaced by the words “Department of Information Technology and the Department of Communications (hereinafter referred to as the “DK)”.

5. In paragraph 2.9, replace the word “DRSDZ” with the words “Department of Information Technology, Department of Communication”.

6. In paragraph 2.10, replace the word “DIAZ” with the words “DIT, DK”.

7. In paragraph 2.11, the words “Department for ensuring access to public information of the DRSZ” shall be replaced by the words “Department of Information Technologies”.
