Main functions of the Department:

1) monitors the implementation of public policy in the areas of competence of the Department;

2) makes proposals for the formation of public policy in the areas of competence of the Department;

3) prepares proposals for determining the priority areas of activity of the NPU, as well as ways to fulfill the tasks assigned to it;

4) prepares draft laws of Ukraine, acts of the President of Ukraine, acts of the Cabinet of Ministers of Ukraine, other regulatory and legal acts in accordance with the main tasks of the Department (hereinafter — draft acts), elaborates draft acts developed by the NPU and other state authorities, and submits them for consideration by the Ministry Internal Affairs of Ukraine;

5) ensures the preparation of draft acts of the Ministry of Internal Affairs on the competence of the Department and in the prescribed manner ensures their submission for state registration to the Ministry of Justice of Ukraine;

6) together with NPU carries out support in state authorities of draft acts;

7) by order of the leadership of the Ministry of Internal Affairs interacts with the committees of the Verkhovna Rada of Ukraine, the Office of the President of Ukraine, the Cabinet of Ministers of Ukraine, other state authorities and local self-government bodies takes part in resolving issues of regulatory and legal regulation of the implementation of state policy in the spheres of activity of the Department;

8) by order of the leadership of the Ministry of Internal Affairs, evaluates the implementation of NPU state policy, state programs, laws of Ukraine, acts of the President of Ukraine, resolutions of the Verkhovna Rada of Ukraine, adopted in accordance with the Constitution and legislation of Ukraine, acts of the Cabinet of Ministers of Ukraine, regulations and administrative documents of the Ministry of Internal Affairs, and carries the necessary offers;

9) makes proposals to the Minister of Internal Affairs of Ukraine on conducting planned or unscheduled inspections of NPU activities;

10) ensures the monitoring of the effectiveness of special economic and other restrictive measures applied in accordance with the Law of Ukraine “On Sanctions”, within the competence of the Ministry of Internal Affairs, CEV, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine;

11) cooperates with the CEC, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine, and other state authorities on monitoring the effectiveness of special economic and other restrictive measures applied in accordance with the Law of Ukraine “On Sanctions”;

12) provides methodical assistance to the Central Intelligence Agency, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine on the implementation of the state sanctions policy;

13) on the instructions of the Minister of Internal Affairs of Ukraine, considers the proposals of the Central Committee of Ukraine, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine, regarding the application, cancellation and amendment of special economic and other restrictive measures;

14) prepares proposals to the Cabinet of Ministers of Ukraine on the application, cancellation and amendment of special economic and other restrictive measures introduced by the Cabinet of Ministers of Ukraine for consideration by the National Security and Defense Council of Ukraine in accordance with the Law of Ukraine “On Sanctions”;

15) provides information and methodological support for the licensing of economic activities;

16) ensures, in the prescribed manner, consideration of applications and notifications on licensing of economic activities, the submission of which is provided for by the legislation of Ukraine, and makes appropriate decisions;

17) provides legal and natural persons with the necessary advisory assistance on licensing of certain types of economic activities;

18) draws up and submits for approval to the Minister of Internal Affairs of Ukraine an annual plan for conducting inspections of licensees on their compliance with the license conditions for conducting business activities;

19) conducts scheduled and unscheduled inspections on compliance by licensees with license conditions, prepares relevant documents based on the results of such inspections;

20) forms and maintains license cases, ensures their storage, transmission and receipt in paper and/or electronic form;

21) ensures the posting on the official web portal of the Ministry of Internal Affairs of decisions adopted on the results of consideration of applications of license applicants and licensees, ensures the formation and maintenance of registries of licensees by type of economic activity;

22) studies the laws and practices of other States, promotes the examination and application of national and foreign best practices in accordance with the main objectives of the Department;

23) summarizes and analyzes the information received by the Department regarding the formation and implementation of the state sanctions policy;

24) ensures consideration of appeals and requests of individuals and legal entities, including for obtaining public information, as well as parliamentary appeals and requests of people's deputies of Ukraine and their timely processing in the manner and time specified by law;

25) initiates the conduct of analytical and scientific research on topical issues related to the areas of activity of the Department by structural units of the Ministry of Internal Affairs, institutions of higher education with specific training conditions and research institutions belonging to the sphere of management of the Ministry of Internal Affairs;

26) provides NPU with methodological and informational assistance on the application of the legislation of Ukraine, proposals for improving activities.
