Main functions of the Department:

1) participation within the competence in the formation and implementation of state policy in the field of higher education, science, professional training of specialists, in the licensing of educational activities carried out by educational institutions and research institutes belonging to the sphere of management of the Ministry of Internal Affairs, and on the instructions of the Minister — in educational institutions and research institutes belonging to the organizations the system of the Ministry of Internal Affairs, and the National Guard of Ukraine;

2) organization on the basis of educational institutions belonging to the sphere of management of the Ministry of Internal Affairs, postgraduate education and training of personnel for the needs of the Ministry of Internal Affairs, bodies of the system of the Ministry of Internal Affairs and the National Guard of Ukraine;

3) participation in the formation and maintenance of scientific and scientific and technical policy of the state in the sphere of protection of public relations related to the protection and protection of human rights and freedoms, ensuring public security and order, combating crime, road safety, as well as protection of the state border, civil protection and migration (immigration emigration and emigration)

4) implementation of measures for the organization of selection, preparation and training of candidates for referral to the national contingent and national personnel from among the police officers of the National Police, servicemen of the National Guard of Ukraine and persons of the civil protection service and officers of the Civil Protection Service of the State Emergency Service, as well as ensuring their participation in operations for the maintenance of peace and security;

5) organization and coordination of events on physical culture and sports in the apparatus of the Ministry of Internal Affairs, in educational institutions belonging to the sphere of management of the Ministry of Internal Affairs, and by order of the Minister — in educational institutions belonging to the bodies of the system of the Ministry of Internal Affairs and the National Guard of Ukraine;

6) organization of events on military-patriotic education in educational institutions belonging to the sphere of management of the Ministry of Internal Affairs, and on the instructions of the Minister — in educational institutions belonging to the bodies of the system of the Ministry of Internal Affairs and the National Guard of Ukraine;

7) ensuring the realization of the rights and obligations of the founder in relation to higher education institutions with specific training conditions belonging to the sphere of management of the Ministry of Internal Affairs;

8) ensuring the implementation of measures for professional training of civil servants of the Ministry of Internal Affairs;

9) coordination of the work of the National Museum “Chernobyl” of the Ministry of Internal Affairs of Ukraine.
