Russia's military aggression against Ukraine caused the largest migration crisis since World War II. Since the beginning of the full-scale war, according to official data, almost eight million Ukrainians have left abroad. Most of our citizens were received by Poland, the Czech Republic and Germany. About 4 million Ukrainians in EU countries have temporary protection status, which allows them to live, study, work, receive social assistance, etc. In
order for Ukrainians to maintain contact with their homeland and feel the support of their state abroad, the Ministry of Internal Affairs in cooperation with the State Migration Service and in coordination with the Ministry of Foreign Affairs establishes with the Member States of the European Union a common policy of ensuring the rights and freedoms of citizens of Ukraine who have forcibly moved to the territory of the EU Member States.
Currently, in six cities of the EU member states, separate units of the state enterprise “Document” have been opened, where citizens of Ukraine who are temporarily abroad can get services for processing Ukrainian documents. In the cities of Warsaw, Krakow, Gdansk, Wroclaw (Poland), Bratislava (Slovakia), Prague (Czech Republic), as well as in Istanbul (Turkey), services for issuing and exchanging ID-cards or international passports are already available. Thanks to coordinated efforts, it was also possible to settle the issue of exchange Ukrainian driver's license abroad.
The service is provided in case of change of personal data, expiration of the driver's license and in case of damage.
An important practical step in Ukraine's integration into the EU and the demonstration of solidarity and support was the adoption by the European Parliament and the Council of the EU of special rules on the possibility of using Ukrainian driver's licenses without the need to exchange them throughout the period being under temporary protection in the EU countries. The Ministry of Internal Affairs will continue to create conditions for convenient and quick provision of services in
paperwork not only in Ukraine, but also all over the world. Active support of Ukrainians in EU countries and availability of services for our citizens abroad is freedom!
