Statement of the Ministry of Internal Affairs on the decision of the National Security Council on sanctions against the leaders of organized criminal groups

For the fifth year in a row, the trend of decreasing crime rates has been maintained in Ukraine. But there are separate groups of people who have a tremendous impact on the criminogenic picture and destabilization of the political and socio-economic situation in the country.

These are the “lawmen” and the leaders of organized criminal groups,

It is they who control most of the facts of car theft, apartment theft and other systemic and mass crimes against the property of Ukrainians.

But especially dangerous for national security is the fact that the so-called “gates in law” try to influence political processes, establishing corrupt relations with representatives of state authorities, local self-government and courts.

According to preliminary data, there are currently 557 “laws in the law” in the world, a significant number of which have stable criminal links with the criminal environment in Ukraine and use them to destabilize the criminogenic situation in the country.

On January 1, 2020, there were “34 thieves in law” on the territory of Ukraine.

Recently, thanks to the coordinated work of law enforcement officers, their number has almost halved, of which:

- two are in detention centers and penal institutions;

- one under house arrest;

- one at the point of temporary stay of foreigners and stateless persons illegally staying in Ukraine.

To completely eradicate this phenomenon from our territory, we need the state will and a unified statesmanlike position of intolerance to criminal elements that threaten the security of Ukraine and its citizens.

There is such a will now!

Today, at the meeting of the National Security Council, on the proposal of the Cabinet of Ministers, it was decided to impose sanctions against the leaders of organized criminal groups - the so-called “thieves in law”.

According to today's decision of the National Security Council - 557 “thieves in law” and 111 criminal authorities who are foreign citizens will be banned from entering Ukraine and stopping the execution of any permits for the right to stay in the country.

Criminal authorities and thieves in the law — foreign citizens who now still remain on the territory of Ukraine will be forcibly expelled outside the country within the shortest time stipulated by the Law.

Their assets will also be frozen and any economic activity in our country will be banned.

Criminal authorities and thieves in law who are citizens of Ukraine will be brought to justice in accordance with the criminal procedural legislation.

This decision of the National Security Council is a continuation of the balanced and thoughtful state policy of the President, the Cabinet of Ministers and the Parliament, as well as a reflection of the will of the Ukrainian people for a safe life without the domination of organized crime.

The decision of the National Security Council will also significantly affect the reduction of crime in many areas of society's life, make the country more secure and stable.

Another important step in the fight against the remnants of organized crime will be the creation, together with the Ministry of Justice, of a single penitentiary institution, where those thieves in law and criminal authorities who have already been convicted by the court will be held.

Where for them any possibility of violation of the regime of execution of punishments will be excluded.

All these decisive steps of the authorities are aimed at only one goal - Ukrainians will feel protected from organized crime.
