Protection of the Rights of Detainees and Police Officers: Custody Records System Launched in Kyiv Region

Today, December 16, the Boryspil district police department launched the system “Custody Records” - a complex of video and electronic recording of all actions from the moment a person is delivered to the police unit until his subsequent detention.

The presentation was held with the participation of the Head of the Main Department of the National Police in the Kiev region Andriy Niebitov, the head of the Boryspil District Police Department Taras Kravchuk, the deputy mayor of Boryspil Vitaliy Gorkun, the managing partner of the law firm Alexander Keier, the lawyer Sergey Tya Kachenko, police and media.

Full recording of the actions of the detainee online makes it possible to observe what happens to the person from the moment of his delivery to the police unit, conduct investigative actions, communicate with the defender until the moment and in the process of placement and stay in the room for detainees. In addition, this system allows you to remotely analyze the work of the police officers themselves.

“The implementation of the Custody Records system aims to raise the standards of protection of the rights of detainees and police officers. The system also provides for the creation of a separate branch — human rights inspectors,” said the head of the police of the Kiev region Andriy Niebitov.

For the implementation of the system, the Boryspil district police department was re-planned the internal space, and the new premises were equipped with video cameras. Everything is carried out in accordance with the requirements of international standards for the observance of human rights.

The complex of premises also provides for a separate room for conducting investigative actions with the detainee, as well as a separate room for the confidential meeting of the suspect with the defense lawyer, in compliance with the rules of personal security.

“The system implemented today in Kyiv region evokes a sense of pride that the police respect human rights and pan-European standards. The list of procedural moments, which usually arise already in court when choosing a preventive measure, are already taken into account in the electronic registration system, which is now provided for in the “Custody Records”, - noted lawyer Alexander Keier.

The algorithm of work “Custody Records” provides for the following steps: recording actions from the moment of delivery of the detained person to the police unit, registration of the specified person in the electronic database, interview of the detained person, as well as police officers who made the arrest. The system also provides automatic notification of the center for providing secondary free legal assistance in case of detention and the need to involve a lawyer. “This system, in my opinion, is a step into the future and a step towards strengthening the law and order,
” said lawyer Serhiy Tkachenko.

The “Custody Records” project is aimed at protecting the rights and safety of detainees brought to the unit, ensuring respect for human rights and avoiding possible groundless accusations of citizens regarding police actions.
