The list of goods prohibited for movement through the administrative border with the occupied Crimea has been approved
From now on, individuals can move cash through the administrative border in an amount not exceeding UAH 100,000, or the equivalent amount in foreign currency, and above this amount in the presence of supporting documents of their origin.
On December 7, 2021, the Order of the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine of November 23, 2021 No. 258 “On approval of the List and volumes (value/weight/quantity) of goods restricted or prohibited for movement across the administrative border, as well as goods that can be attributed, entered into force to personal things.”
Also, individuals are allowed to move personal items that have signs of use in hand luggage and accompanying luggage through the administrative border. With regard to things that do not have signs of use, certain restrictions are established only when heading from the temporarily occupied territory of the Autonomous Republic of Crimea. In particular, it is allowed to move goods and things, the total invoice value of which does not exceed the equivalent of UAH 10,000 and/or the total weight of which does not exceed 75 kg per person (provided that food products — not more than 2 kg of each name and non-food products — not more than 2 units of each name).
In case of evacuation (relocation) of an individual from the temporarily occupied territory to the territories controlled by Ukraine, it is allowed to export personal belongings and second-hand property, which at their discretion are necessary for arrangement at the new place of residence, including furniture, appliances and other household items.
The movement of cash, hand luggage (except personal belongings) and accompanied baggage more than once a day in one direction is prohibited.
Persons under the age of 18 are also prohibited from moving across the administrative border of alcoholic beverages and tobacco products.
1. Prohibited products:
- weapons and ammunition, as well as their parts, mock-ups of such devices and objects, paintball guns and other military equipment;
- cold weapons and other objects specially designed for attack and defense (cassettes, stilettos, sports goods of the stick type, canisters with paralytic action liquid, etc.), flammable or other dangerous substances;
- dual-use goods included in the Unified List of dual-use goods listed in the Annex to the Procedure for the implementation of state control over international transfers of dual-use goods, approved by the Resolution of the Cabinet of Ministers of Ukraine of January 28, 2004 No. 86 (as amended by the Resolution of the Cabinet of Ministers of Ukraine dated October 24, 2004 2018 No. 974);
- goods included in the List of goods for military purposes, the international transfers of which are subject to state control, specified in the Annex to the Procedure for the exercise of state control over international transfers of goods for military purposes, approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 20, 2003 No. 1807;
- narcotic drugs, psychotropic substances and precursors included in the List of narcotic drugs, psychotropic substances and precursors approved by the Resolution of the Cabinet of Ministers of Ukraine of May 06, 2000 No. 770, as well as their analogues, except drugs containing narcotic or psychotropic substances in quantities not exceeding overrides a prescription (originals or copies) for such a medicinal product issued in the person's name or on the basis of other materials (information) which may directly or indirectly confirm the relevant information, but not more than 10 ampoules, 50 tablets, 10 transdermal systems;
- electric fishing systems (electric fishing rods), monofilament (fishing line) nets, hunting traps and other means of obtaining objects of animal life;
- special technical means of tacit obtaining information;
- Radioelectronic means and radiation devices listed in the Register of Radioelectronic Devices and Radiation Devices prohibited for use and import into the territory of Ukraine;
- pesticides and agrochemicals;
- poisonous, potent, explosive substances, toxic and radioactive substances, mercury, acids, caustic substances, gases and pressure vessels, oxidants and organic peroxides, infectious materials, dry ice (frozen carbon dioxide);
- spare parts for trucks and special equipment in both directions;
- industrial equipment (including printing, machines, aggregates, mechanisms, assemblies, as well as apparatus, columns, installations, process lines, electrical and thermal engineering facilities, networks, technological and strapping pipelines, etc.) used in production, industrial tools;
- building materials (wood, stone, cement, blocks, bricks, rolled metal products);
- igneous, sedimentary, metamorphic rocks and natural building materials made from these rocks;
- minerals;
- military uniform and distinguishing marks of military formations, law enforcement agencies, civil protection bodies;
- any seals, stamps, blank forms of strict reporting, printed products, forms of documents, symbolism, materials of the agitation and propaganda nature of the aggressor's country, the armed formations of the Russian Federation and the occupation administration of the Russian Federation;
- remotely piloted aircraft (drones), as well as other radio-controlled devices.
2. Limited products:
- publishing products originating or manufactured in the territory of the aggressor state, temporarily occupied territory - in the order and quantity specified by Article 281 of the Law of Ukraine “On Publishing”;
- car spare parts for passenger vehicles, except spare parts and components for own vehicles belonging to an individual crossing the administrative border (one unit or one set), tires - more than one set (4 pieces) of all-season, either winter or summer tires for passenger cars;
in case of movement across the administrative border into the temporarily occupied territory:
- objects of antiquity and art of artistic, historical, scientific or other cultural value;
- banking metals in the form of ingots and coins - in case of impossibility of confirming their origin;
- securities, other than those moved by a person who has rights to such securities;
- excisable goods moving from the temporarily occupied territory to the territories controlled by Ukraine, in amounts per individual:
- for tobacco products - more than 200 cigarettes or 50 cigars or 250 grams of tobacco or these products in a set weighing more than 250 grams;
- for alcoholic beverages - more than 5 liters of beer, 2 liters of wine, 1 liter of strong drinks (with an alcohol content of more than 22 percent);
-for fuel and lubricants - more than 20 liters (kilograms) in a canister per vehicle.
Control over the movement of goods across the administrative border with the temporarily occupied territory of the Autonomous Republic of Crimea is entrusted to the units of the State Border Service of Ukraine.
