Deputy Minister of Internal Affairs of Ukraine Anton Gerashchenko said that today the Verkhovna Rada will consider the draft law №4375, which is important for security and order on the streets of cities and villages of Ukraine, which will allow the use of stun guns for detaining persons who engage in malicious physical opposition, armed opposition to police or for detention A criminal trying to escape.
According to him, the relevant changes to the legislation will allow law enforcement officers not to use weapons in the event of a direct threat to their life and health, but to use an alternative option to neutralize an attacker - a stun gun.
“Taser guns are used in more than 100 civilized countries around the world, including the United States and Europe. For me, as well as for a team of many thousands of patrol police officers, it is incomprehensible the huge opposition that individual elected officials, or even by entire factions declaring in their programs the European choice of Ukraine, against this important and effective draft law, which is necessary to preserve the lives of Ukrainians,” he said. he.
The Deputy Minister gave several examples when police officers were forced to use weapons.
1) 30.12.2016 UPP policemen in Khmelnytsky region PPP during the detention of mentally ill citizen G. in the city. Khmelnitsky, who inflicted bodily harm on other citizens with a metal sharpener prepared in advance for this purpose, and who resisted police officers and did not comply with repeated demands for termination of the offense, used firearms to the last one, who died from the wounds received on April 29, 2018. UPP patrol police in Zaporizhzhya region PPP received a call from citizen K. that her mentally ill husband is very rampant.
The SMD brigade decided to hospitalize the applicant's husband, who at this time suddenly grabbed his wife by the shoulders, pushed her to the side, then took an ax near the house, threatened the citizens and policemen present with it, moving in their direction. The police decided to apply to the citizen K. a special means - tear gas, but this did not work. Then citizen K. suddenly rushed towards the policeman, raising the ax above his head. Taking into account the above, a firearm was used against citizen K. and 6 shots were fired, as a result of which the latter received bodily injuries and was detained.
3) On 13.05.2018, during the registration of administrative materials on the fact of an accident by the police of the UPP in the Lviv region of the DPP, one of the drivers involved in the accident, citizen R. left the scene, in connection with which the police officer ran after the said citizen, who turned sharply towards her and pretended with a knife in the abdominal area and continued to run away.
After that, another policeman, taking out a brandable firearm, brought it to readiness, warned citizen R. about the possibility of its use and gave the instruction “Stand!”. The latter ignored this demand and continued to flee the scene. Subsequently, the policeman caught up with citizen R., who in turn abruptly stopped and made an attempt to inflict bodily harm on him by swinging a knife in his direction, in this regard, the policeman made 2 consecutive shots from a plate firearm at the offender, as a result of which he received suffered bodily injuries and was detained. 4) 06.05.2020 at 22.55 a police officer of TOR UPP in Kharkiv region PPP during an attempt to detain a citizen V., who, holding a knife in his hands, began to approach the policemen, behaved aggressively towards
comments on the termination of illegal actions did not respond, in accordance with the requirements of the Law of Ukraine “On the National Police” he used a standard firearm, making two shots, the first warning, into a surface that can accept the bullet and the second on the lower limb of citizen V., as a result of which the latter received a firearm He was injured and he was detained.
Anton Gerashchenko stressed that all of the above facts indicate the need to use electric shocks, and not firearms to prevent illegal actions of offenders aimed at endangering the life of law enforcement officers. Police officers, during the execution of administrative offenses, become objects of attack or face open physical opposition to their legal requirements to stop illegal actions.
“The draft law provides for the use of shockers only in the case when a person physically resists law enforcement officers. Every police officer who is trained in how to legally and correctly use stun guns will be asked to receive a current blow in order to know what it is from their own experience. Every fact of the use of tasers will be checked by both the police leadership and the prosecutor, so the rights of citizens from the illegal use of this special tool will be protected by the Law,” he said.
The deputy minister called on people's deputies to support the draft law and “make it possible to protect the life and health of both police officers and citizens who violate the Law.”
