The Verkhovna Rada ratified four Investment Agreements between the Governments of Ukraine and France
Today, July 1, the Verkhovna Rada ratified the Agreements between the Governments of Ukraine and France for a total amount of EUR 1 billion 300 million.
“The signing of the Agreements is the result of the hard work and negotiations carried out in recent months by all the ministries and enterprises involved. I want to thank the people's deputies who actively participated in the negotiations with the French side, especially in defending Ukrainian interests in terms of localization on the territory of Ukraine,” said Arsen Avakov, the co-chairman of the Joint Ukrainian-French Intergovernmental Commission, Minister of Internal Affairs of Ukraine.
The four Investment Agreements provide for:
Renewal of the fleet of freight electric locomotives of JSC “Ukrzaliznytsia”. 130 electric locomotives from Alstom are expected to be delivered: 80 dual-system, 50 single-system machines. The cost of the project is 882.5 million euros. It is expected to create up to 7,000 new jobs.
Strengthening the protection of the population of Ukraine from emergency situations, namely the joint production of 370 units of fire engines - hoists for the work of rescuers at a height that is critically lacking. The cost of implementing the Agreement will be 300 million euros.
A project to improve water supply in the Luhansk region, by building new stations and drinking water networks. More than 1 million consumers will be provided with quality water. The cost is 70 million euros.
Project for the construction of an efficient water supply system in Kyiv. The quality of drinking water in the capital is expected to improve for more than 25% of local residents. The cost of the transaction is 70 million euros.
It is worth noting that all projects provide for mandatory localization of production in Ukraine at domestic enterprises at the level of 30%. This will provide additional jobs and additional taxes to the state budget. All projects are financed by loans from the State Treasury of France and French banks at a low interest rate.
According to the same financial model, two large-scale Ukrainian-French projects have already been successfully implemented, namely the contract with the shipbuilding company OCEA and the aircraft construction corporation Airbus Helicopters.
