Verkhovna Rada equated e-passports in the application “Diya” with paper

Today, March 30, parliamentarians voted for a law that equates electronic passports of a citizen of Ukraine and electronic passports of a citizen of Ukraine for traveling abroad to paper ones. 302 MPs voted “for”.

The law fixes the definition of the terms “e-passport”, “e-passport for traveling abroad”.

The document establishes that such passports are formed at the request of the person in whose name a passport of a citizen of Ukraine is issued in the form of a card or a passport of a citizen of Ukraine for traveling abroad, issued using the means of registration, and can be presented on the territory of Ukraine for identity card and proof of citizenship except in cases of crossing the state border of Ukraine, except for cases where it is necessary to confirm the identity of a citizen of Ukraine when entering the country; for entry into and out of the temporarily occupied territory of Ukraine; entry, stay, residence or movement within the border zone, access to the territorial sea and inland waters of Ukraine.

An electronic passport, an electronic passport for traveling abroad are formed free of charge by the means of the Unified State Web Portal of Electronic Services.

The law provides for the presence in e-passports of information about the place of residence and the taxpayer code.

“The Ministry of Internal Affairs is a leader in digitalization. As part of the launch of the national online platform “Diia”, we were the first to present services — electronic driver's license, vehicle registration certificate, digitize ID-cards and foreign biometric passports,” said Deputy Minister of Internal Affairs Sergey Goncharov.

This law is important because currently the possibility of using electronic passports is provided within the framework of the implementation of the experimental project provided for by the resolution of the Cabinet of Ministers.

At the same time, the number of Ukrainian citizens who use electronic passports through the mobile application “Diya” is about five million people.

The law comes into force on August 23, 2021.
