Expert center of police activity opened in Donetsk Law Institute of the Ministry of Internal Affairs of Ukraine

Today, with the support of the Consultative Mission of the European Union and the Mariupol City Council, the first Community policing expert centre in Ukraine was opened at the Donetsk Law Institute of the Ministry of Internal Affairs of Ukraine.

At the heart of the project is a philosophy and an organizational strategy based on a transparent partnership, active cooperation between the police and the community to more effectively identify, prevent and solve the problems of crime, overcome the fear of crime and to improve the quality of life of all citizens.

“Mariupol rightfully bears the title of safe city and the secret of our success in the field of security lies in unity. Mariupol City Council is always ready to support educational innovations that will allow us to develop this direction for the welfare of all residents and residents of the community,” - Fyodor Tsapii, Director of the Legal Department of Mariupol City Council.

The philosophy of police-community interaction has developed in the direction of a professional police service and a responsible community in an open and accountable partnership in a number of European countries. The National Police of Ukraine is also actively involved in the development of interaction with the community, which is clearly evidenced by the fact that the trust of the population is determined by the most important indicator of assessing the work of the police in Ukraine. Special attention in this direction deserves the Donetsk police, which was the first to adopt the Strategy for Police Interaction with Civil Society Organizations until 2025, implemented more than 50 security projects in partnership with communities, and soon, together with the institute, the community, international partners and local authorities, opens the first creative space in Ukraine” The police are open.”

“The area of community-oriented police activity is incredibly relevant today, and we as a higher education institution are simply obliged to respond to today's request,” Serhiy Vitvitsky, rector of DUI, appropriately noted.

Antti Hartikainen, Head of the Consultative Mission of the European Union to Ukraine, was pleased to note the achievements of Ukrainian partners in building fruitful cooperation for peace and security in communities. Mr Antti also expressed his wish to continue to jointly move forward in the consistent reform of the civil security sector, based on European standards and principles underpinning human rights.

During the event, police-community interaction advisor/coach of the EU Consultative Mission in Ukraine Larissa Rutmensen presented a unique training program for police officers, developed according to European standards, taking into account the best national and international experience, which will improve the professional skills of police officers in the field of interaction with the community and joint resolution of security problems.

Head of the Main Directorate of the National Police in Donetsk region, police general of the third rank Mykola Semenyshyn stressed the relevance of the issue of police interaction with the community and its crucial importance in building a safe society, and also expressed the desire to be the first to pass the newly created course created by international partners together with the leadership of the Donetsk police Pashkiy.

The mission of the Center is to become a leading think tank in the implementation of community-oriented policing, providing expert support and offering innovative solutions to ensure public safety through increased police interaction with the population.

The tasks of the Expert Center are:

Conducting and publishing research;
Study, analysis and adaptation of international experience; Bringing
together scientists, police, civil society organizations, local authorities and other stakeholders to share experiences, generate ideas and develop innovative solutions;
Formation of a strong student community of change leaders; Support law enforcement reform and promotion of effectiveness mechanisms of response to security problems; Education of a new generation of professional police officers oriented to the needs of the community.


“We expect that the Center will provide high-quality training of specialists and specialists in the field of community-oriented police activity, analytical and scientific-methodological support of the Donetsk police, as well as bring together young people, scientists, police, community, local authorities and other stakeholders to exchange experience, generating ideas and developing innovative solutions in the field of security,” said the Rector of Donetsk Law Institute of the Ministry of Internal Affairs of Ukraine.
