Attention! Changes to the procedure for crossing the state border in conditions of quarantine restrictions
A negative PCR test result for COVID-19 is NOT REQUIRED for foreigners and stateless persons under 12 years of age.
The Cabinet of Ministers of Ukraine has amended the resolution of December 9, 2020. № 1236 “On the establishment of quarantine and the introduction of restrictive anti-epidemic measures in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus”.
Please note that according to the new version of the document, in order to cross the state border to enter Ukraine, foreigners must have an insurance policy (certificate, certificate) issued by an insurance company that is registered in Ukraine, or by a foreign insurance company that has a representative office on the territory of Ukraine or contractual relations with an insurance company — a partner in Ukraine (assistance), covers the costs associated with COVID-19 treatment, observation, and is valid for the period of stay in Ukraine. Also, foreigners must have a negative test result for COVID-19 by polymerase chain reaction, which is carried out no more than 72 hours before crossing the state border.
The insurance policy is NOT required for the following categories of foreigners: foreigners, stateless persons permanently residing in the territory of Ukraine and persons who are recognized as refugees or persons in need of additional protection, employees of diplomatic missions and consular agencies of foreign countries, representative offices of official international missions organizations, organizations accredited in Ukraine and their family members, drivers and crew members of freight vehicles, buses carrying out regular, irregular and pendulum transportation, crew members of air and naval, river vessels, members of train and locomotive brigades, servicemen (units) of the armed forces of NATO member states and states participating in the NATO Partnership for Peace program participating in Armed Forces training activities.

In relation to self-isolation by citizens of Ukraine, foreigners and stateless persons permanently residing on the territory of Ukraine after crossing the state border to enter Ukraine, the following categories of persons are excluded: persons under 12 years of age; drivers and crew members of cargo vehicles, buses carrying out regular transportation, members air and sea crews, river vessels, members of train and locomotive crews; persons carrying out haematopoietic stem cells for transplantation; persons having negative test result for COVID-19 by polymerase chain reaction, which was carried out no more than 72 hours before crossing the state border. We pay special attention that these exclusions apply if there is no reason to believe that these categories of persons have been in contact with a person with COVID-19. We also note that in the previous version of the document, the PCR test time for Ukrainians was limited to 48 hours, from now on it has been extended to 72 hours.
