The government has made changes to the rules of border regime and regime restrictions in the areas adjacent to the administrative border and the demarcation line from TOTU
The Government has amended some resolutions of the Cabinet of Ministers of Ukraine regulating border regime issues in controlled border areas. The amendments were initiated by the Administration of the State Border Guard Service of Ukraine in order to effectively respond to modern threats at the state border and in the controlled border areas.
Also, the innovations will help bring the normative and legal acts of the Cabinet of Ministers of Ukraine to the requirements of the Verkhovna Rada resolution, in connection with the change of administrative territories of districts directly adjacent to the state border. In addition, the changes made create conditions for more effective monitoring of the surface situation and the realization by citizens of the constitutional right to rest.
In particular, by decision of the Government, the list of cities and districts (see below) on the territory of which controlled border areas are established has been updated. The width of the border strip has been changed, which will be 5 kilometers along the entire land border. Previously, the width of the border strip was larger and was established within the boundaries of the territories of village and village councils adjacent to the state border.
Certain regime rules have been established in the areas adjacent to the administrative border between the Kherson region and the Autonomous Republic of Crimea TOT. Among other things, they will determine the rules of entry, stay, residence and movement of persons, conduct of works, holding meetings, rallies, manifestations and demonstrations, sports, entertainment and other mass events, etc.
Also, regime innovations extend to areas adjacent to the demarcation line in Donetsk and Luhansk regions for the period of the operation of the Joint Forces.
The adopted document specifies the issue of access to the territorial sea and inland waters of Ukraine in the territorial sea and inland waters of Ukraine and the conditions of operation of facilities based in controlled border areas in the areas of mass recreation of the population on water bodies that are not subject to registration and supervision of the classification society. The procedure for boarding and disembarking passengers on water recreational vehicles and small vessels towing them in places of mass recreation of the population on the water is also determined.
The Government has also defined regime restrictions on the use of aircraft in controlled border areas outside airfields, helipads or runways. Their owners and operators must inform the unit of the State Border Guard Service about the use of aircraft no later than 30 minutes before takeoff and immediately after landing.
