The government will allocate funds from the reserve fund for the construction of the border — Denis Monastyrsky

The Minister of Internal Affairs said this during the “Hour of Questions to the Government” in the Verkhovna Rada.

“The government has already decided to allocate 21 million hryvnias for the purchase of material for the manufacture of barbed wire for the arrangement of the border. This is the allocation of funds from the reserve fund, this is not the funds of the State Border Guard Service. It, like other structures of the Ministry of Internal Affairs, is not sufficiently funded. 75% of the total budget of this power department is wages. We are talking about the need to build a new border that will fulfill its functions,” said Denis Monastyrsky.

Denis Monastyrsky noted that it is necessary to put these funds into the state budget for the next year for the arrangement of the state border with the Republic of Belarus and the Russian Federation.

“The Ministry of Finance confirmed that they are ready to allocate 17 billion hryvnias for the construction of the border with Russia and Belarus. Construction of the state border is one of the most important tasks of our state. I am making every effort so that next year these funds will be allocated,” the head of the law enforcement agency said.

Denis Monastyrsky stressed that today the Government will establish an interdepartmental coordination headquarters for countering the crisis. It has already begun its work and today its composition will be clearly defined.

The situation on the border with the Republic of Belarus, the length of which is 1084 km, is currently controlled and stable.

“We have identified 10 potentially vulnerable areas, the total length of which is about 270 km. A meeting of the RNBOU was held, the forces and means necessary for an adequate response to this challenge were clearly defined. An operational survey and passporting of the border territory were carried out, the aviation of the Ministry of Internal Affairs was involved in the duty — 15 helicopters, 2 aircraft, 44 UAVs, command and staff exercises were conducted”, - emphasized Denis Monastyrsky.

He added that in two weeks field exercises will be held together with the Ministry of Defense in order to work out specific scenarios of possible counteraction to the mass influx of illegal migrants.

“In the protection of the state border, we will involve the tactic of staggered cover. So, the first echelon composition will be without weapons, only with protective equipment. In case of aggressive actions of border violators, the use of the necessary special means and weapons is provided. We understand that in case of a threat to the life and health of border guards and law enforcement officers, we will apply all the appropriate means of protection provided by the Law, including firearms,” the head of the law enforcement agency added.

Denis Monastyrsky stressed that the Ministry of Internal Affairs has determined the basic areas for the formation of reserves of forces. They must reach critical points on the state border itself within 30 to 60 minutes. This is the regulatory time during which, after receiving information from our intelligence agencies, the necessary additional forces and means should be transferred to a particular site.
