Ukraine and Italy sign Agreement on mutual recognition and exchange of driver's licenses

July 20 in the city. Rome, within the framework of the visit of the Minister of Infrastructure of Ukraine to Italy, signed a new Agreement between the Cabinet of Ministers of Ukraine and the Government of the Italian Republic on mutual recognition and exchange of national driver's licenses.

The agreement was signed by the Minister of Infrastructure of Ukraine Oleksandr Kubrakov and the Minister of Sustainable Infrastructure and Mobility of Italy Enrico Giovannini.

The agreement on the conclusion of the new Agreement was reached following the IX meeting of the Ukrainian-Italian Council on Economic, Industrial and Financial Cooperation, which took place on December 16, 2020.

The provisions of the Agreement shall regulate between the Contracting Parties the issue of mutual recognition and exchange of driver's licenses of citizens of Ukraine and Italy who have chosen as their place of residence the territory of the State of the other Party without passing exams for the exchange of driver's licenses of another State. This will allow citizens to avoid additional financial costs for conducting such exams.

“It is important for us that Ukrainians can receive convenient state services not only at home, but also abroad. This Agreement reduces bureaucratic red tape and saves money for many of our fellow citizens. I am grateful to colleagues from the Ministry of Internal Affairs, thanks to their coordinated work we managed to achieve this result,” said Oleksandr Kubrakov.

According to the Main Service Center of the Ministry of Internal Affairs of Ukraine, during the period of validity of the Agreement, more than 22 thousand requests for the exchange of national certificates by citizens of Ukraine in Italy have been received and processed.

“This issue is very relevant for Ukrainians who live and work legally in Italy. The exchange procedure takes some time, because to find out the validity of the documents, a special check is carried out. When issuing a new Italian driver's license, the Ukrainian one will be withdrawn. Accordingly, the Italians will hand over the national document upon receipt of the Ukrainian one,” said Deputy Minister of Internal Affairs of Ukraine Sergey Goncharov.

The Agreement applies to citizens of Ukraine who:

- legally residing in Italy

- are residents of the country for less than four years

- have a valid Ukrainian driver's license.

The Agreement is concluded for a period of 5 years and shall enter into force 60 days from the date of receipt by diplomatic channels of the last written notification of the Contracting Parties on their implementation of the internal procedures necessary for its entry into force.

The new Agreement is a revision of the previous one, which was concluded in 2015 for a period of 5 years. According to the document, during the last year of the Agreement, the Parties held consultations with a view to its extension. The Ministry of Internal Affairs of Ukraine and the Ministry of Sustainable Infrastructure and Mobility of Italy worked on the coordination of the document.
