KHNUVS completed seminars and trainings for police officers on the European model of ensuring public safety
In Kharkiv National University of Internal Affairs, solemn events were held on the occasion of the completion of seminars and trainings “Fundamentals of special tactics of special purpose police units according to the European model of ensuring public security and order during peaceful gatherings and other mass events”.
The event was attended by the Head of the Consultative Mission of the European Union Antti Hartikainen, Head of the Special Group of the EU Advisory Mission for the Protection of Public Order Fernando Magro Moros, representatives of the United Nations Office for Project Maintenance in Ukraine, the Consultative Mission of the European Union on Civil Sector Reform Security in Ukraine (CMEC), Head of the Department of Preventive Activities of the National Police of Ukraine Police Colonel Igor Babych, First Vice-Rector of the University Colonel Dmytro Shvets, coaches special purpose police units of the Main Departments of the National Police in the Lviv region and in the city of Kyiv, etc.
For almost two weeks, 70 police units of special purpose of the GUNP in Kharkiv region improved theoretical knowledge and practical skills of ensuring public safety and order according to the European model, got acquainted with the concept of public order of European countries, command structure of units that provide protection of public safety, studied the psychology of the crowd pu and features of its management. Instructors from Sweden, Denmark, Spain, who shared their own experience helped in this.
Before awarding the certificates of completion of training, the participants honored with a moment of silence the patriotism, courage and heroism of those who gave their lives for the unity and independence of Ukraine, as well as all law enforcement officers who died in the line of duty.
Antti Hartikainen, Head of the Consultative Mission of the European Union, noted that despite the pandemic, trainings have taken place, and this is very important. He thanked the leadership of the National Police, which remains interested in the implementation of the European concept of ensuring public safety and order, the Kharkiv National University of Internal Affairs for their support in the implementation of the exercises, coaches and participants of the training for their assistance and assistance in their organization. The main goal of the event is to increase the efficiency of the National Police and the level of trust of the population. The Chairman of the ECSC wished police officers to make fruitful use of the acquired knowledge and experience in their work.
Fernando Magro Moros, head of the ICRC's Specialized Group on Public Order Protection, expressed confidence that Ukrainian police officers, who will start working on the new model, will become an example for their colleagues. He thanked the Ukrainian coaches for their help in conducting the exercises and noted that Ukrainian police officers have a high level of training, so he is convinced that “difficult tasks will be completed by them, and more complex ones will take a little more time”.
First Vice-Rector of the University Dmytro Shvets, on behalf of the rector of the University of Police General of the Third Rank Valery Sokurenko, thanked the representatives of the CMES for conducting an interesting and meaningful training, for the fact that the Kharkiv National University of Internal Affairs was chosen for its implementation. Such training is held at the university for the first time, but the university staff is ready to cooperate in this direction in the future.
The training programme under the Law and Police programme has been developed with the support of experts from the EU Advisory Mission to assist the National Police with the implementation of the recently adopted concept of safeguarding public order.
In addition to Kharkiv, such trainings will be held in Dnipro and Odessa. They will be attended by almost 500 police officers.
After the celebrations, guests got acquainted with the material and technical base of the university, inspected the territory, visited training and training grounds.
