In Vinnytsia, the police exposed the intruder who organized a fraudulent scheme of appropriation of cars
Representing himself as an employee of the State Enterprise of the Ministry of Internal Affairs “Inform-Resource” and using the trust of the owners of temporarily detained cars, fraudulently, under the guise of repayment of non-existent debts for the storage of such vehicles at the penalty area, the suspect drew up contracts for their purchase and sale and appropriated the car Li.
On April 12, the police investigator under the procedural guidance of the prosecutor's office of the Vinnichanin region announced the suspicion of illegal possession of two cars of citizens - “VAZ-2108” and “Opel-Vectra”. Police are checking the involvement of the suspect in more than ten similar criminal episodes.
According to preliminary data of the investigation, the attacker worked for several months in the State Enterprise of the Ministry of Internal Affairs “Inform-Resurs” and had access to information about the owners of temporarily detained cars, which were stored at the penalty areas. After his release, he used this data for selfish purposes.
In December 2019, a suspect fraudulently took possession of a VAZ-2108 car, which belonged to an 80-year-old pensioner with a disability. The defendant came to his house and, calling himself a representative of a state-owned enterprise, reported that the pensioner needed to pay about 130 thousand hryvnias of a non-existent debt for storing the car at the penalty area.
Since the elderly man did not have such funds, the attacker promised to settle the problem by convincing him to sign a commission contract without a number and without a date. Subsequently, through the private enterprise of his wife, the attacker issued a contract of sale, according to which he purchased a vehicle. On the basis of documents obtained fraudulently, he took the car from the penalty area and disposed of it at his own discretion.
In a similar way, the suspect took possession of the Opel-Vectra car from a resident of Vinnitsa. Calling himself a representative of the man who bought the car by proxy, the defendant convinced the car owner of the need to sign a commission agreement. Subsequently, acting according to the previous scheme, I received a foreign car from the penalty area on the basis of documents obtained fraudulently. When the victim, whose car was worth about seven thousand dollars, learned that an unknown person had taken the car on his behalf, he turned to the police with a statement.
According to the deputy head of the investigative department of the GUNP in the Vinnytsia region Oleksandr Bilyi, currently the defendant has been notified of suspicion of committing crimes stipulated in Part 1, Part 2 of Art. 289 of the Criminal Code of Ukraine (illegal possession of a vehicle). For such crimes, liability in the form of imprisonment for a term of five to eight years is provided.
A court-sanctioned search was carried out at the place of residence of the defendant, during which documents, commission contracts, technical passports for cars, blank forms with seals of the State Enterprise of the Ministry of Internal Affairs “Inform-Resurs”, acts of temporary detention of vehicles, “rough” records relating to the city criminal proceedings. The issue of choosing a preventive measure for the suspect is being resolved. The investigation is ongoing.
