In Kyiv, law enforcement officers detained a criminal group for robberies and robberies against foreigners
The group consisted of 10 people. The attackers lured foreigners into certain restaurants, where they beat, tortured and took away documents, money and jewelry at gunpoint. This was discussed during a briefing with the participation of the prosecutor of the city of Kyiv Oleg Kiper, the head of the Department of Migration Police of the NPU Sergey Panteleev and the First Deputy of the Pechersk District Prosecutor's Office Dmitry Sitar.
Yesterday, August 1, the operatives of the Migration Police Department together with the investigators of the Pechersk Department of the Kyiv City Police with the force support of the TOR and the procedural leadership of the Pechersk District Prosecutor's Office of the city of Kyiv detained the criminal group.
“Members of the group have been robbing and committing robbery attacks on foreigners in the city of Kyiv since 2020. To date, the investigation has established 150 such attacks,” Oleg Kiper said.
According to him, the police analyzed the messages to line 102 and concluded that these crimes are committed by members of the same group in the entertainment establishments of the capital according to one scenario. At the same time, the defendants expected that the victims would not turn to the police or leave the territory of Ukraine, and therefore these crimes would remain unnoticed by law enforcement officers.
The head of the Department of Migration Police Sergey Panteleev said that the organizer of the criminal group is a citizen of the Russian Federation, who is wanted by the investigative authorities of the Russian Federation for committing fraudulent actions in the banking sector. Also, the organizer involved in these illegal actions about ten people, who were detained during the special operation of the National Police and together with the prosecutor's office on the night of August 1, 2021.
“The organizer of the criminal group involved in his “scheme” nine girls, who through instant messengers met foreigners and invited them to restaurant establishments that belonged to the organizer of the group. Foreigners, having arrived at the institution, made an order, after which they were given a check with significantly inflated prices, which they were unable to pay,” said Sergey Panteleev.
When the client demanded an explanation of such an account, in the utility room of the institution, the intruders at the threat of weapons and, using physical force, took away personal belongings, documents and jewelry. Also, victims were forced to transfer funds to the accounts of intruders. In the absence of money in the accounts, those involved demanded from the relatives of the victims to send funds. Then they took their victims to a remote area of the capital.
According to the first deputy of the Pechersk district prosecutor's office Dmitry Sitar, the criminal group included 10 people of athletic build — aged from 18 to 41 years, each of them had clearly assigned roles.
“The specified persons and directly the owner of the establishment participated in the attacks on foreigners, each had a role in the specified scheme - from the waiter and administrator, the security guard, the taxi driver and so on. Each of them inflicted bodily harm in order to seize the victim's funds, after which the funds were distributed among the members of the criminal group,” said Dmitry Sitar.
According to preliminary information of employees of the Department of Migration Police, since the beginning of 2020, almost 150 foreigners have suffered from the actions of intruders. All detainees have been informed of suspicion of committing an offense under Article 2.
187 (Robbery), part 2 of Art. 186 (Robbery) of the Criminal Code of Ukraine.
