In Kyiv, law enforcement officers exposed the scheme of embezzlement of budget funds for the purchase of materials for JSC “Ukrzaliznytsia”

The head of the limited liability company established the purchase of spare parts that did not meet the necessary quality criteria, and their price significantly exceeded the market. Criminal proceedings have been initiated on the fact of abuse of office.

During the implementation of operational information, the investigators of the Pechersk Police Department together with the employees of the Security Service of Ukraine under the procedural guidance of the local district prosecutor's office exposed the scheme of embezzlement of state funds. The official of the limited liability company arranged the supply to the units of JSC “Ukrzaliznytsia” of spare parts for electric locomotives, allegedly made of quality materials.

The investigation found that the cost of spare parts was increased several times, compared to their counterparts. Immediately several regional branches of JSC “Ukrzaliznytsia” announced the purchase of these spare parts. However, the equipment did not meet the technical conditions and quality criteria, and their serial operation could lead to irreparable damage to critical infrastructure facilities of the railway industry in the amount of more than UAH 3 billion.

Law enforcement officers conducted sanctioned searches at production addresses and premises, from where they seized evidence of illegal activity — equipment and documentation, which were sent for examination.

Pre-trial investigation is carried out under Part 2 of Art. 364 (Abuse of power or official position) of the Criminal Code of Ukraine. The sanction of the article provides for up to six years in prison with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years. A pre-trial investigation is ongoing.
