Tetiana Kovalchuk took part in the first round of the Cyberdialogue between Ukraine and the EU

Today, June 3, the first round of Cyberdialogue between Ukraine and the EU took place in video conference mode. The Parties welcomed the opening of a new format of cooperation that will allow greater synchronization of cybersecurity efforts, which is extremely important in view of emerging challenges and threats.

The participants of the event confirmed their readiness to cooperate in order to ensure a stable and secure cyberspace in which human rights are respected and protected.

As part of the delegation of Ukraine, Deputy Minister Tetiana Kovalchuk informed the participants about the initiative of the Ministry of Internal Affairs to develop a conceptual framework for human protection in cyberspace.

“Negative trends, including those that have developed as a result of the pandemic, have forced us to shift our focus to the human being, in particular to such target groups as children and women, - the Deputy Minister noted. The importance of ensuring human safety in the online space has always been underestimated, at the same time, the human-centric approach that we have put at the heart of law enforcement activities has forced us to analyze and classify online threats and start developing step-by-step measures to neutralize them,” she said.

The first step was the adoption by the Verkhovna Rada of legislative amendments on the implementation of the Council of Europe Convention on the Protection of Children from Sexual Exploitation and Sexual Violence (Lanzarote Convention).

First Deputy Head of the Cyber Police Department of the National Police of Ukraine Serhiy Kropiva presented the results of the work aimed at implementing the norms of the Budapest Convention into national legislation, as well as the results of the activities of the national contact point for responding to cybercrimes. In his speech, he stressed that the adoption of draft laws will allow to normalize the use of the concept of electronic evidence, create legal mechanisms for urgent preservation of information, and therefore will allow to improve the procedure for conducting investigatory/investigative actions in criminal proceedings for cybercrimes.

For its part, the EU presented the policy framework and legislative framework for activities in the field of cyber protection and cybersecurity, as well as the development of resilience, in particular informed about the Commission's initiative on the new Directive on the security of network and information systems (NIS 2), as well as the promotion of the project to develop a coordinated reform Responding to large-scale cross-border cyber incidents and crises.

“Cybersecurity issues are becoming increasingly important in the field of security, and cyber attacks are part of a hybrid war, so developing cooperation in this area is a common interest for the EU and Ukraine,” said EU Ambassador to Ukraine Mattie Maasikas.
