The strategic goal of the SNS is prevention to reduce the number of deaths from fires — Denys Monastyrsky
This was stated today, on November 26, by the Minister of Internal Affairs Denis Monastyrsky during the Collegium, which was held in the Apparatus of the State Emergency Service of Ukraine with the participation of representatives of regional administrations.
The Head of the Ministry of Internal Affairs summed up the results of the official activity of the State Emergency Service of Ukraine and announced the priority directions of development. The Minister stressed that the strategic goal of the SNS is the preventive work of rescuers to reduce the number of deaths of citizens from fires and other dangerous events.
“During the 10 months of 2021, 1,441 people died in fires. Almost 93% of them are deaths at home, in private homes. Therefore, one of the main tasks is preventive explanatory work in AHs at the level of districts. Such work should be carried out not only by rescuers, but also by social services, within the framework of the project “112”, which is implemented by several departments,” the minister said.
Denis Monastyrsky also said that in the next two years it is planned to increase the number of fire aviation.
“Undoubtedly, the most effective project for citizens is the system of aeromedical evacuation. The aviation of the State Emergency Service is involved in it, the question of using the Mi-2 of the Ukrainian manufacturer “Motor-Sich” remains open. This is a big investment project. It is planned to increase the number of fire aviation, namely An-32P aircraft. We are talking about doubling the number of aircraft from 4 to 8 over the next two years. This will significantly strengthen the capacity of the service to respond to situations,” the head of the Ministry of Internal Affairs stressed.
An important project is the creation of a satellite monitoring center, the implementation of which will allow detecting fire hazards, forest fires and responding to them as quickly as possible.
A priority is also the creation of volunteer firefighter wives.
“Already next week, a draft law will be submitted for consideration by the Verkhovna Rada, which will allow to unblock the transfer of the property of the State Emergency Service to the locations. This has a strategic goal, the whole of Europe is working on the cooperation of local firefighters and state systems,” the minister informed.
In turn, First Deputy Minister of Internal Affairs Yevgeny Yenin said that the highest assessment of the work of the State Emergency Service is the level of trust of the population in the structure.
“To date, the level of trust of people to the rescuers of the State Emergency Service is the highest among the bodies of the Ministry of Internal Affairs. But we have a lot to work on,” said the First Deputy Head of the Ministry of Internal Affairs.
Yevhenii Yenin also stressed the strengthening of the fight against corruption in the system and issues of digitalization of the SNS units, namely the prompt transition from paper to electronic document flow. The SSNS has already joined the processes of digitization of state services for business entities to reduce the terms of provision of administrative services and reduce the contacts of SSNS employees with entrepreneurs.
Acting Chairman of the State Emergency Service of Ukraine Serhiy Kruk presented the priority areas of development of the service, including:
- creation of an extensive network of local and voluntary fire protection units and security centers;
- implementation in communities of infrastructure projects for the creation of Security Centers, as a new form of providing comprehensive assistance to the population;
- participation in the creation of the “Unified Aeromedical Space”. In each region on 24-hour duty there will be a helicopter in medical version;
- creation of the “European Fire Safety Hub”.
- increase the capabilities of the Service to respond to emergencies, fires and dangerous events;
- digital transformation;
- development of the state system of hydrometeorological observations and forecasting;
- creation of appropriate conditions for the service of rescuers and their social protection;
- Zero tolerance to corruption.
“I am sure that by implementing these tasks and new approaches, the State Emergency Service will rise to a new qualitative level of capabilities, and the level of society's trust in it will only grow,” Serhiy Kruk said.
At the end of the event, the Minister of Internal Affairs of Ukraine Denis Monastyrsky presented rescuers with state and departmental awards for courage, dedication and high professionalism, shown during the elimination of emergency situations, saving lives and exemplary performance of official duty.
