Police investigators reported on suspicion of organizers of unauthorized landfills of epidemically hazardous medical waste
Using a company controlled by themselves, the suspects obtained for disposal more than 6,000 tons of hazardous medical waste from representatives of health institutions, in particular from infectious hospitals where COVID-19 patients are treated. However, instead of burning, the attackers dumped waste on land plots in Kyiv, Mykolaiv and Lviv regions. The criminal activity of the group was stopped by the employees of the Department for the provision of activities related to dangerous materials of the National Police, together with the investigators of the Kiev region police, under the procedural guidance of the prosecutors of the Specialized Environmental Prosecutor's Office.
The police found that the members of the organized criminal group, in violation of the rules and norms established to prevent epidemic and other infectious diseases, as well as mass non-communicable diseases, in 2020-2021 received for disposal from representatives of health institutions more than 6 thousand tons of dangerous medical waste. We are talking about tubes with blood and other biological fluids, medical gloves, syringes, needles, bandages, which were used, in particular, in infectious hospitals and departments where patients with COVID-19 are treated.
To do this, the attackers used a company controlled by themselves. In the future, instead of incineration, hazardous medical waste was dumped on land plots in Kyiv, Mykolaiv and Lviv regions.
In addition, after the cancellation in April 2021 of the license for operations in the field of hazardous waste management, the officials of this company, having no legal or actual ability to carry out such activities, acting for selfish reasons, continued to conclude contracts for the disposal of medical waste Dive. As a result, the attackers seized funds in the amount of more than half a million hryvnias.
On November 29, two persons were notified of suspicion of committing criminal offenses provided for in Part 3 of Art. 28 (Committing a criminal offense by a group of persons, a group of persons by prior conspiracy, organized group or criminal organization), part 1 of Art. 325 (Violation of sanitary rules and norms for the prevention of infectious diseases and mass poisoning), part 4 of Art. 191 (Appropriation, embezzlement of property or possession of it by abuse of official position) of the Criminal Code of Ukraine. The issue of notification of suspicion to three more persons and the election of a precautionary measure to all persons involved is also resolved.
Offenders can face up to eight years in prison.
