Police investigators suspect a group of Bukovyns of appropriating budget funds intended to eliminate the consequences of the flood
The criminal activities of the three Bukovyns were documented by the investigators of the GUNP in the Chernivtsi region together with the employees of the territorial units of the Department of Strategic Investigations of the NPU and the SBU. Procedural management is carried out by the Chernivtsi Regional Prosecutor's Office.
Thus, law enforcement found that a 44-year-old private entrepreneur colluded with two technical supervision engineers, aged 42 and 57. Carrying out major repairs of the road surface, the men appropriated 2.9 million hryvnias.
These funds are part of the amount that the Cabinet of Ministers allocated from the state budget for urgent measures to eliminate the consequences of the flood that occurred in June 2020 in the territory of the Chernivtsi region.
The criminal acts of men are qualified on the basis of part 2 of Article 28 (Committing a criminal offense by a group of persons by prior conspiracy), part 5 of Article 191 (Appropriation, embezzlement of property or possession of it in particularly large quantities by abuse of official position) and part 2 of Article 366 (Official forgery) of the Criminal Code of Ukraine.
Having collected enough evidence of illegal activities of a group of Bukovyns, the investigating police informed them about the suspicions of the commission of these criminal offenses. Also, the police resolve the issue of notifying the entrepreneur of suspicion of committing an offense provided for in part 4 of Article 358 (Forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps) of the Criminal Code of Ukraine. A pre-trial investigation is currently underway.
