Year of operation of the system of automatic fixation of traffic violations: the number of deaths on the roads decreased by 17%

Today, June 1, marked the year of operation of the system of automatic photo and video fixation of violations of traffic rules. The Ministry of Internal Affairs of Ukraine remains the priority in its work the safety of citizens on the roads, so by the end of the year the number of cameras for automatic fixation of traffic violations will increase to 400 units. This was stated by the Deputy Minister of Internal Affairs Anton Gerashchenko.

“Exactly a year ago, the system of photo and video fixation of traffic violations was launched. One of the most important tasks of the state and the Ministry of Internal Affairs is to protect the health and safety of our citizens on the roads. At this time, 130 CCTV cameras have been installed. In total, 220 units were purchased this year. We expect that by the end of the year the necessary cameras will be purchased and the total number will grow to 400 stationary cameras. According to the general plan, by 2024, 1,500 cameras should appear in the country in those places where there is an emergency danger,” he said.

The Deputy Minister of Internal Affairs noted that the Ministry of Internal Affairs, together with the Ministry of Infrastructure, has launched a project to purchase equipment that will record the speed of cars in motion.

“Currently, 4 cars are being tested, which are equipped with radars that allow us to record the speed of the oncoming car and the overtaking car. By 2024, it is proposed to introduce 550 cameras that record speed violations in traffic. Also, 117 TRUCAM devices are currently operating in Ukraine. However, we plan to move away from such a model and switch to automatic fixation of traffic violations,” Anton Gerashchenko said.

He added that MPs are developing a new draft law that will allow the use of a mobile phone as a factor in fixing the violation of an accident on the road.

“We studied the world experience where every phone in the car, if properly installed, records traffic violations. It is enough for the driver to click on the screen and the police will receive information about the violation. If we manage to implement all the planned projects, then the safety on the roads of Ukraine will be like in Sweden,” he said.

According to Anton Gerashchenko, it is planned that drivers who will help the police to record violations will receive 10% of the amount of the fine that the violator will pay.

First Deputy Head of the Department of Patrol Police Oleksiy Biloshitsky noted that during the year of operation of the automatic fixation system 1 738 119 resolutions were made.

“It has been brought to justice so many times that speeding violators and those who did not comply with the rules of public transport. Of this amount - 1,479,726 were executed, that is, fines were paid for a total amount - 259 598 532 hryvnias. 85% of the paid resolutions is a high figure even for European countries. And this is a high level of payment and responsibility on the part of offenders. Almost 90% of all fines are paid in the first 10 days,” explained Alexey Beloshitsky.

According to the First Deputy Chief of the Department of Patrol Police compared to last year, the number of fatal accidents decreased by 17% and the number of accidents with injured people decreased by 14%. That is, 133 fewer people died and 1,010 fewer people were injured.

Alexey Beloshitsky recalled that in the first day of the system launch, more than 57 thousand offenses were recorded. Currently, this figure is 7 thousand offenses, that is, the number of violations on the roads has decreased by 8 times.

In turn, the Chairman of the Committee on Law Enforcement Activities of the Verkhovna Rada of Ukraine Denis Monastyrsky noted that the new system of fines will stimulate local governments to install new cameras for photo and video recording.

“The introduction of automatic fixing of traffic violations is the most necessary reform. She distances the driver from communicating with the police. Reducing the number of offenses by 8 times is an indicator that the system has fully justified itself,” the MP said.

Recall that from April 29, 2021, Law No. 1438-IX “On Amendments to the Code of Ukraine on Administrative Offenses in respect of executed Decisions” entered into force. Now drivers who violate traffic rules will not receive a paper version of an already paid resolution, as it was before. Instead, thanks to the application “Traffic fines”, the car owner can set up information about recorded offenses or check their presence online.
