Border guards removed 1.3 thousand tons of surrogate fuel from Russian raw materials from the shadow market

Border guards of the Eastern Regional Administration this year exposed three large-scale schemes of illegal deliveries from the Russian Federation of raw materials for the production of counterfeit fuel.

Operational officers of the State Border Guard Service, together with other law enforcement agencies, established that members of criminal groups imported raw materials from the Russian Federation according to gray schemes. The components required for the manufacture of fuel were dispensed for other chemical products that did not require appropriate taxation. In Ukraine, a fuel and lubricant surrogate was produced from imported raw materials, improving its quality characteristics with chemical additives. Subsequently, the produced products were sold at retail gas stations in Kharkiv, Chernihiv region and Donetsk region as gasoline A-95, A-92 and diesel fuel.

Also, border guards together with other law enforcement agencies stopped the activities of three underground oil refineries operating in Kharkiv region.

In total, law enforcement officers seized 1.3 thousand tons of fuel and raw materials imported according to the specified schemes. The seized fuel and equipment for its production are estimated at more than 80 million hryvnias. Measures to expose and stop the channels of illegal supply of fuel, lubricants and raw materials continue.
