The President of Ukraine signed a Decree amending the Regulations on the passage of military service by citizens of Ukraine in the State Fiscal Service of Ukraine
To this extent, the Regulations have not changed since 2017.
During this period, 22 amendments and additions have been made to the law “On military duty and military service”, 14 amendments to the law “On social and legal protection of servicemen and members of their families”, a significant number to other regulations governing the passage of military service by.
In particular, in accordance with the Decree of the President of Ukraine No. 484/2021, the new norms gave managers broader powers for the use of personnel resources, removed barriers to the efficiency of personnel decision-making, namely:
regarding the appointment to office, dismissal from office and enlistment to the disposal of servicemen who hold positions for which the maximum military rank is provided for up to major (captain of the 3rd rank) including the chiefs (commanders) of the bodies of the State Border Service, including colonel (captain of the 1st rank) — to the head of the intelligence agency;
on the conclusion of contracts, the assignment of regular military ranks, the retention in military service of servicemen over the minimum age and those who are considered to be limited fit for military service, dismissal from military service to major (captain of the 3rd rank), including the chiefs (commanders) of the State Border Guard Services, up to the colonel (captain of the 1st rank) including the head of the intelligence agency;
assignment of regular military ranks ahead of time to master sergeant (master sergeant) — chiefs (commanders) of the bodies of the State Border Guard Service, to lieutenant colonel, including heads of regional departments, head of intelligence, rector of NADPSU.
Also, during the special period, the Head of the State Border Guard Service of Ukraine was given the right for heroism and courage shown during the performance of tasks to ensure the protection of the sovereignty and territorial integrity of Ukraine, to assign posthumously the regular military rank to colonel (captain of the 1st rank) inclusive.
In addition:
the term of service in military ranks has been established for servicemen of the ranks, sergeants and sergeants, junior and senior officers;
the assignment of primary military ranks is arranged;
Implemented appointment procedure:
members of the regular staff for the positions of sergeant and sergeant staff;
persons of the sergeant and sergeant staff for positions to be replaced by persons of the junior officer staff;
expanded the grounds for sending servicemen;
streamlined the travel of servicemen to state bodies, enterprises, institutions, organizations, as well as state and municipal educational institutions while remaining in military service;
the procedure for granting leave to servicemen is brought into line with the legislation;
the procedure for dismissal from military service of certain categories of persons (in case of termination of citizenship of Ukraine by a serviceman, who are subject to a penalty in the form of deprivation of the right to occupy certain positions or to engage in certain activities related to the performance of state or local self-government functions, in case of establishing inaccuracy of information defined by the Law of Ukraine “On the Cleansing of Power”);
sorted out the issue of military service in a special period by servicemen.
