More than UAH 50 million in losses to the state budget — The National Police exposed a criminal scheme for the import of aviation fuel for jet engines
In order to import such fuel into the territory of Ukraine at a reduced rate of excise tax, counterfeit bills with the appropriate purpose were used. However, in fact, diesel fuel was produced from it for further sale in Ukraine. Investigators of the Main Investigation Department and operatives of the Department of Strategic Investigations
of the National Police of Ukraine exposed the criminal scheme and the persons involved in its organization. Among the participants of the scheme are commercial structures, officials of the customs service and banking institutions.
It is established that a number of business entities in collusion with customs officials imported aviation fuel for jet engines into the territory of Ukraine at a reduced rate of excise tax by 10 times.
To obtain a discount, commercial structures with the assistance of officials of banking institutions forged and subsequently used knowingly forged bills, the payment for which was allegedly guaranteed by banking institutions. These documents were submitted to the tax authorities and acted as a guarantee that fuel is used specifically for jet engines.
In order to confirm the fact of the targeted use of aviation fuel, the participants of the scheme carried out non-commodity fictitious operations. That is, documents were drawn up on the fictitious sale of fuel to enterprises of the real sector of the economy, in particular to state ones. However, in fact, this fuel was used for the production of diesel fuel and its sale on the territory of Ukraine.
During 2019-2020, according to this scheme, more than 8,000 tons of aviation fuel for jet engines were illegally imported into the territory of Ukraine at a reduced rate of excise tax. As a result, the attackers did not pay more than UAH 51 million of mandatory payments to the State Budget. Today, August 12, police are conducting investigative actions on the territory of six regions.

Abuse of office by officials may be threatened with up to 6 years in prison.
