More than UAH 154 million in damages in the construction of the Podolsk bridge — police reported suspicion to a group of officials
Among the suspects are officials of a specialized utility company and two companies - a general contractor and a subcontractor. They are accused of appropriation of funds of the territorial community of the city of Kyiv and official negligence.
The criminal scheme to squander funds of the local budget and persons involved in its organization was exposed by the operatives of the Strategic Investigation Department in the city of Kyiv, investigators of the Investigative Department of the Metropolitan Police together with the Podolsk District Prosecutor's Office of the city of Kyiv.
During the investigation, the police received evidence of the involvement of the suspects in three facts of criminal activity, as a result of which losses totalling UAH 154.3 million were caused.
Thus, in April 2017, officials of the municipal enterprise and commercial structure concluded three contracts for the construction of the Podolsk bridge crossing over the river. Dnipro in the city. Kyiv.
In July 2020, the heads of the municipal enterprise and contracting organizations signed an act of acceptance of the completed construction works and contributed to them works that were not actually performed and were performed in violation of the technological process. In particular, the works on priming the welds and painting the bottom of the reinforced concrete driving plates of the roadway, which were carried out during April-May 2020. Such actions of intruders led to unjustified allocation of UAH 4.5 million from the budget. For this fact, two individuals received suspicions in August of this year.
In September and October, the police received the conclusions of two more forensic construction and technical examinations. According to them, the absence of paintwork materials, coating on the driving part of the roadway was established, as a result of which losses of UAH 1.8 million were caused. And as a result of the overestimation of the work during the installation of the tension control system of the strain state of the suspended arch bridge, UAH 148 million was paid.
On the basis of the received new evidence of illegal activity, the head and the head of the technical supervision department of the municipal enterprise were informed of suspicion under Part 2 of Art. 367 (official negligence) of the Criminal Code of Ukraine, and the directors of general contracting and subcontracting companies - according to Part 5 of Art. 191 (appropriation) misappropriation, misappropriation of property or possession of it by abuse of official position) of the Criminal Code of Ukraine.
