New initiative of the Ministry of Internal Affairs — expansion of the network of Security Centers, which will quickly and efficiently provide services to citizens - Denis Monastyrsky

The ambitious goal of the Ministry of Internal Affairs remains to increase the level of security throughout the country - from regional, district centers, to AHs and the smallest villages and settlements. This was stated by the Minister of Internal Affairs Denis Monastyrsky during a meeting with government officials and representatives of local self-government.

“Currently, a new initiative is being tested in a number of regions — a network of security centers that connect the police station and the post of the State Emergency Service. Our goal is to expand the number of such Centers, as well as to add service centers to their work. This will greatly simplify the appeal procedure for citizens. To date, 31 Security Centers have been established, the largest in Donetsk region. By the end of the year, together with the territorial communities, we plan to create 5 more such institutions”, - said the Minister of Internal Affairs.

Minister of Development of Communities and Territories Oleksiy Chernyshov stressed that the Ministry of Internal Affairs, in particular the National Police, were the only ones who, within the deadlines established by the Law, brought their structures into line with the new administrative-territorial structure.

“The preliminary stage of decentralization ended with the creation of a new administrative-territorial structure. 1469 territorial communities were created, in which elections were successfully held. Together with the Ministry of Internal Affairs, we have developed tools for organizing cooperation. MinRegion, in particular, is an active participant in the “Community Police Officer” project. Over the past two years, more than 30 officer stations have been opened across the country, where community officers work. To understand the dynamics, three years ago in Ukraine there were only 3 police stations,” Oleksiy Chernyshov said.

The head of the National Police Igor Klymenko noted that the project “Community Police Officer” currently enjoys the highest level of trust among other police units among the population. For its development, it needs a state approach and joint efforts, including financial support from local governments.

“If we want to ensure a safe space in the regions, we need to work together with local governments. Together with our foreign partners, 632 community police officers have appeared in Ukraine in two years of work. All personnel for this project are selected from active law enforcement officers. At the moment, the question is that by the end of 2022 there will be more than 2 thousand such police officers throughout the country. And that means we have to train and equip these people. We do our best to provide communities with our employees. But local authorities should make efforts to strengthen the security component of their AHs,” said Igor Klymenko.

The head of the State Emergency Service Nikolai Chechotkin stressed that in accordance with the best European practices, even more volunteer firemen should be employed in all regions. Especially in remote from the main fire departments and hard-to-reach settlements.

“To date, 1,200 local fire brigade units and about 1180 volunteer fire wives operate in the rural area. The SNS, together with local authorities and local governments, estimated that it was necessary to create another 1600 local fire units. In my opinion, this is the ideal model for our citizens to receive a service related to ensuring security in a particular community,” he said.

Every year in the countryside there are about 40 thousand fires, where about a thousand people die.

Recall that in view of the new administrative-territorial structure, there was a need to make certain adjustments to the organization of the activities of the National Police in order to adapt the location of units to new areas, more prompt response to calls, and for police services to be even more accessible to everyone — from a resident of a metropolis to a resident of a small village Thrower. In Ukraine, the administrative-territorial reform was successfully passed: 490 districts were liquidated, 119 were created to replace them (plus 17 in the temporarily occupied territories). In order to maximally cover the population with police protection, they have created departments, departments and sectors of police activity.
