The National Police is investigating the facts of large-scale financial fraud during the construction works at the Dniester Gas Plant
According to preliminary estimates of specialists, the amount of losses reaches 60 million hryvnias.
Operatives of the Strategic Investigation Department in Kyiv City of the National Police, together with the investigators of the Kyiv Police and the Kyiv City Prosecutor's Office, conduct an investigation into the facts of criminal activities of officials of PJSC “Ukrhydroenergo”, the Consortium “NVO “Ukrhydroenergobud” and the contractor organization. The latter developed a corruption scheme for appropriating state funds during construction work on the Dniester Gas Plant.
According to preliminary data, according to the results of public procurement, the controlled enterprises received the victory. In order to steal funds, inaccurate information about the amount of work performed and their cost was entered into official documents, in particular, works that were not actually performed.
In addition, in order to withdraw funds into the “shadow circulation”, fake transactions were concluded for the performance of works and the provision of services with companies with signs of fictiousness. The funds received in this way were distributed among all participants in the transaction.
According to preliminary estimates, as a result of illegal actions, the state suffered losses of more than 60 million hryvnias.
In order to obtain evidence, law enforcement officers conducted authorized searches at the addresses of office premises and home addresses of those involved and seized primary accounting documentation, contracts, “rough” records, computer equipment with “black” accounting. Also, in order to establish the final amount of damage caused to the state, a number of judicial and other examinations are appointed.
Further investigative actions are being carried out to identify all persons involved in the fraud and bring them to justice.
Criminal proceedings are investigated under Article 191 (appropriation, embezzlement of property or possession by abuse of official position) of the Criminal Code of Ukraine.
Let us remind, law enforcement officers have exposed officials for appropriating funds allocated for the modernization of the Dniester gas power plant.
