In Volyn, the Lutsk district administration and the Volodymyr-Volyn district police department opened updated units
The opening took place on December 8 with the participation of the head of the GUNP in the Volyn region Yuriy Kroshko, the head of the Volyn Regional State Administration Yuriy Poguliayk, police officers, media representatives.
Yuriy Kroshko said that now in the territorial police units of Volyn, an innovative system of Custody RErecords is being implemented, the purpose of which is to increase the standards of police service provision, to ensure the observance of basic rights of citizens, to make it impossible to make groundless complaints about the actions of police officers.
“This system consists of four components: the presence of an institute of human rights inspectors, a single electronic database of all actions against detainees, zoning of premises, video surveillance and remote control of the actions of police officers and the presence of people. This video is displayed on the screens both in the GUNP and in the central apparatus of the National Police. If there is a complaint about possible illegal actions, we have the opportunity to watch the video and make a decision,” the Volyn police chief informed.
According to him, the project was implemented at the expense of funds from the state budget allocated for the National Police.
“Everything here is equipped according to international standards. The work was done on time, the developer treated it responsibly,” he added.
Yuriy Poguliayko thanked the leadership of the GUNP and all personnel for their service, as well as the leadership of the state and the Minister of Internal Affairs for such initiatives.
“The main thing is the trust of the citizens. The work of the police has become easier, because there is video surveillance, all investigative actions take place in one place, you do not need to go anywhere. We are one of the first regions to implement these high standards,” said the head of the regional state administration.
The participants were shown a renovated room, where there is a room for interviewing a detainee, a room for confidential meetings of the detainee with a defender, rooms for conducting investigators and other actions. There is also a zone of unhindered access — lobby, front office, room for receiving citizens. There is also a child-friendly room. For several weeks now, the human rights inspector has been working here, who first communicates with the delivered persons, finds out the circumstances of detention, makes all the actions in a special electronic database.
The head of the Lutsk district police department Sergey Rudnitsky said that people who apply to the police have a pleasant impression of the updated unit. “This is a completely different police force and a completely different attitude to solving people's problems. Here is a cozy atmosphere. In the last few days we have already had more than 15 detentions. And the police say that the detainee, although he was initially aggressive, later calms down, and it is already calmer to carry out investigative actions with him. This is positive,” said the policeman.
Natalia Bartoshuk, a representative of the Human Rights Compliance Department in the region, stressed that the Custody ReRecords project is aimed at improving the standards of human rights protection. “Thanks to this, illegal actions of police officers are impossible, and law enforcement officers themselves are more protected,” the police officer said.
A representative from the contractor Sergey Bokhonko stressed that all repairs were carried out on time, now there are proper conditions for both employees and those who fall into the police. “We wanted the police to have a modern look, so that all the recommendations were followed — and we succeeded,” he said.

The woman asked to write a statement to the police about the loss of the document. The police officer, who meets visitors near the front office, led the pensioner to the reception room of citizens, provided a sample application and the necessary recommendations.

Natalia Bartoshuk, a representative of the Human Rights Office, added: “The Custody Records project aims to improve the standards of protection of the rights of detainees and police officers, by changing the philosophy of detention, through the prism of capturing all stages of detention under police control.
At the same time, the project makes it possible to protect police officers from unfounded accusations and record their professional actions.”
We emphasize that the updated premises are built in accordance with the requirements of barrier-free: people with disabilities can freely enter the police unit if necessary thanks to equipped ramps and special coverage. There are also hygienic rooms adapted for people with disabilities.
