In Vinnytsia region, the police departments and temporary detention centers implement the Custody Records system

The readiness of police units and temporary detention centers of Vinnytsia region to implement the Custody Records system, aimed at preventing human rights violations in police units, was discussed at a video selection meeting chaired by the head of the Human Rights Division of the National Police Ruslan Goryachenko on April 30. The first unit where this system will work in full is the Zhmerinsky district police department.

According to the head of the Main Directorate of the National Police Ivan Ishchenko, Vinnytsia region has joined the pilot project for the introduction of the Custody Records information and telecommunication system. Round-the-clock monitoring and entry of relevant data into the electronic database will protect the rights of detainees and facilitate the work of police officers. The first police unit in the region in which Custody Records will be fully operational is the Zhmerinsky District Police Department.

“The launch of this system involves several stages. In this unit there is already a video surveillance system, a front office has been created, some rooms are equipped in accordance with the requirements of the project,” Ivan Ishchenko noted.

By the end of the year, it is planned to introduce the Custody Records system in all police units of the region.

According to the head of the Human Rights Division of the National Police Ruslan Goryachenko, as European practice has shown, the use of this information and telecommunication system makes it possible to protect detainees from illegal actions of police officers, and police officers, in turn, to avoid groundless accusations related to detention and The presence of a person in the police. The system begins to record the person and all actions with him from the moment of his actual arrest, delivery to the police unit, the temporary detention center and stay there until the convoy to the investigative detention center.

“Custody Records constantly record who communicates with a detained person, a lawyer's visit, how long a person is in the police station and makes it impossible for him to contact persons who do not have the authority to do so. In addition, the system also allows some information to be automatically recorded at the place of arrest of the offender (police data, scene, etc.). Full recording of the actions of the detainee online makes it possible to observe what is happening to the detained person and remotely analyze the work of the police officers themselves. Such suitors are already working in temporary detention centers,” Ruslan Goryachenko, the head of the Human Rights Division of the National Police, said.

The introduction of the Custody Records system is planned in all structural units of the police of the country.
