In Vinnytsia region, the police announced the suspicion of a “spy” behind the colony in spreading criminal influence and attacking an employee of the institution
On April 14, the detective investigators of the GUNP in the Vinnytsia region, under the operational support of the Office of Strategic Investigations, informed the prisoner of one of the correctional colonies of the Vinnytsia region about the suspicion of establishing and spreading criminal influence in the institution serving sentences. In addition, he is accused of beating a colony worker.
Procedural actions were carried out with the assistance of employees of the Central and Western Interregional Department for the Execution of Criminal Punishments and Probation of the Ministry of Justice.
A 30-year-old man convicted of robbery and illegal possession of vehicles is serving a long sentence in one of the correctional colonies in Vinnytsia Oblast.
According to the head of the GUNP in the Vinnytsia region Ivan Ishchenko, the pre-trial investigation established that the prisoner repeatedly violated the detention regime, the rules of conduct in the institution, instead he maintained criminal traditions, thereby gaining authority among other convicts and received the status of the so-called, “a spectator” at the institution. He organized the supply of prohibited items to a closed territory, resolved conflicts between convicts.
In addition, the “watchman” established rules of conduct among convicts on the territory of the correctional colony and required their unconditional observance by the specified persons. For violation of the established rules, he and others close to him were sentenced to punishment of prisoners through the use of physical and psychological violence.
In addition, the attacker collected and distributed funds, including those obtained by criminal means, provided the contents of the so-called “thief society”, while part of the collected funds was transferred outside the institution to maintain the functioning of the criminal justice system, and the other part went to finance the distribution costs expansion of its criminal influence and authority on the territory of the institution.
The defendant was informed of the suspicion of establishing and spreading criminal influence in the institution serving sentences in accordance with Part 2 of Art. 2551 of the Criminal Code of Ukraine.
Such a crime is punishable by imprisonment for up to fifteen years.
In addition, the prisoner was reported on suspicion of committing an attack on an employee of the institution's administration at the end of February this year. The intruder inflicted bodily harm on the colony worker. Such actions are qualified under Art. 392 of the Criminal Code of Ukraine and are punishable by imprisonment for up to 10 years.
Within the framework of open criminal proceedings, three sanctioned searches were carried out in the premises of the colony. Investigators seized mobile phones, SIM cards and “rough” records.
The procedural management of the investigation is carried out by the prosecutor's office of the Vinnytsia region.
