In Sumy region, police exposed persons involved in appropriation of about a quarter of a million hryvnias of budget funds
Investigators of the Main Directorate of Police of the oblast, according to the materials of the employees of the sector of protection of public interests and the state of the criminal police of the GUNP in Sumy region, under the procedural guidance of the Sumy Regional Prosecutor's Office, were informed of the suspicion of two persons who appropriated about UAH 250 thousand during the work on the installation of the system oxygen supply of individual premises of a municipal medical institution in the city of Lebedin.
According to the investigation, in December 2020 between the commercial society and one of the medical utilities in the city. Lebedin signed a contract to perform work on the installation of an oxygen supply system. This need was due to an increase in the number of COVID-19 patients who needed oxygen therapy. In accordance with the terms of the contract, the customer transferred UAH 594 thousand of budget funds for the work performed to the account of the company. However, according to the conclusion of experts, the work actually performed does not correspond to the volumes specified in the official documentation. The cost of overestimation of works is almost 250 thousand UAH.
Also, an individual entrepreneur, performing the powers of a technical supervision engineer, did not ensure control of the volume and quality of the specified works, while certifying them with his signature, which became the basis for the illegal transfer of funds to the contractor by the state treasury.
At present, the former director of a limited liability company who, by falsifying documents, appropriated budget funds allocated for the installation of an oxygen supply system in a communal medical institution has already been notified of suspicion under Part 2 of Art. 191 (Appropriation, squandering of property or possession of it by abuse of official position) and Part 1 of Art. 366 (Forgery) of the Criminal Code of Ukraine. It was also reported about the suspicion of an individual entrepreneur who, improperly performing his duties, did not provide technical supervision at the facility under Part 1 of Art. 367 (Civil negligence) of the Criminal Code of Ukraine.
