In Odesa region, police officers exposed officials in appropriation of budget funds allocated for meals in educational institutions

The heads and accountants of two village councils of Shiryaevsk united territorial community and several local entrepreneurs are involved in the illegal actions.

It was established that officials signed fictitious contracts with individual entrepreneurs for the purchase and supply of products and other goods to kindergartens and schools at inflated prices. Instead, they bought their own food in the markets at several times lower prices, and the difference was cashed and distributed among themselves. Over three years, offenders entered into thousands of such transactions for 23 million hryvnias.

Searches sanctioned by the Kyiv District Court of Odessa were carried out at the workplaces, households and vehicles of the defendants. Bank cards, fake seals of entrepreneurs, contracts, invoices, session decisions and other documentation were seized as tangible evidence.

The actions of offenders are qualified under Part 3 of Article 191 (Appropriation, embezzlement of property or possession of it by abuse of official position, committed repeatedly or by prior collusion by a group of persons) of the Criminal Code of Ukraine. The sanction of the article provides for the punishment of restriction of liberty for a term of three to five years or imprisonment for a term of three to eight years, with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years.

A pre-trial investigation is ongoing, which is carried out by the employees of the Investigative Department of the GUNP in the Odessa region under the operational support of the Department of Strategic Investigations in the Odessa region of the DSR NPU and under the procedural guidance of the Odessa Regional Prosecutor's Office.
