The Ministry of Internal Affairs has developed a draft Strategy for Public Security and Civil Protection of Ukraine - Arsen Avakov

Public security is the provision of two fundamental components: human security and state security. The main goal of the Ministry of Internal Affairs is to create a safe environment for every Ukrainian, in which human rights are ensured, state borders are protected, fast and high-quality police service is provided and effective assistance in the event of an emergency.

This was stated by the Minister of Internal Affairs of Ukraine Arsen Avakov today, on May 11, during the All-Ukrainian Forum “Ukraine 30”.

“To realize this goal, we — in accordance with the National Security Strategy approved by the President of Ukraine Volodymyr Zelensky — developed a draft Strategy for Public Security and Civil Protection of Ukraine. It formulates a vision for the development of this extremely important segment of security,” Arsen Avakov said.

The Minister of Interior noted that the Strategy is a large program document that will make it possible to systematically, step by step, build a powerful and coordinated mechanism that meets the challenges of today.

Arsen Avakov said that the Ministry of Internal Affairs has carried out strong preliminary work both in the legislative field and in the technical plane, and has already introduced a project of photo-video fixation of traffic violations in Kyiv, Kiev, Lviv and Nikolaev regions.

“The main goal is not the number of fines issued, but the preservation of human life and health. It is also important to cultivate self-discipline in drivers. After all, according to statistics, 40 percent of accidents occur due to exceeding the speed limit,” the Minister of Internal Affairs said.

According to Arsen Avakov, in six months of operation of the system on 48 sections of highways in Kyiv, Kyiv and Lviv regions, where cameras are installed, the number of accidents with victims has tripled.

“Already this year, the number of accidents with dead and injured decreased by almost 12%, the number of dead - by 17% and injured - by almost 15%. The task for the current year is to install more than two hundred such complexes throughout the country,” the Minister of Internal Affairs noted.

Arsen Avakov emphasized that another extremely important and successful innovation was the implementation of the project “Community Police Officer”.

“Already 279 AHs in 13 areas have their own community officer who lives and works among residents, providing a full primary police service. In another 6 areas, the project was partially implemented. Independent surveys in territorial communities where such officers work have shown 70 percent confidence in police officers,” he said.

Arsen Avakov stressed that the Ministry of Internal Affairs, in cooperation with the Ministry of Digital Transformation, occupies a leading position in the digitalization of state services for citizens.

“Thanks to the consolidated efforts of the team of the Ministry of Internal Affairs and the Ministry of Digital Affairs, together with the State Migration Service and the Main Service Center, digital images have been introduced in the mobile application “Dia”: passport of a citizen of Ukraine in the form of ID-card and foreign biometric passport; driver's license; registration certificates vehicle,” said the Minister of Internal Affairs.

In addition, citizens have the opportunity to pay traffic fines online, and the share of timely payment of fines is more than 86%, which corresponds to the European level.

Arsen Avakov also said that this year the project “Reforming the Hydrometeorological Service of the State Emergency Service” was launched. The State Emergency Service will cooperate with the American company “BARON - Critical Weather Intelligence” in the field of hydrometeorological activities, the corresponding memorandum was signed at the Ministry of Internal Affairs.

“Early detection and prediction of dangerous hydrometeorological processes (hurricane wind, gales, tornadoes, hail, floods, road ice, fire hazard prediction, etc.) will reduce the time of appropriate response, minimize consequences, and most importantly, save human lives.” he stressed.

The Minister of Internal Affairs of Ukraine noted that the forces and means of public security and civil defense in general are ready to perform tasks as assigned. However, the infrastructure of the public security and civil protection forces as a whole ensures effective work, but needs to be significantly modernized, especially taking into account the development of digital technologies, the need to ensure human rights, including people with disabilities and special needs.

Therefore, the Ministry of Internal Affairs introduces operational procedures that will ensure the arrival of police and fire and rescue units at the scene of the call in the shortest possible time, implement modern methods and the latest technologies in the field of response, increase the level of readiness of management bodies, forces and means of public safety and civil protection to respond.
