The public discussion of the legislative changes that need to be adopted for the launch of the digital project “Safe Country” has ended.

“The project will provide for the construction of a multi-level security management system of Ukraine, increasing the overall level of public security, law order and habitat safety and interaction of interdepartmental forces and services,” said Deputy Minister of Internal Affairs of Ukraine Igor Bondarenko.

He said that the Ministry of Internal Affairs has already developed a draft law “On Amendments to Certain Laws of Ukraine on Security Monitoring Systems”. It was created specifically to solve the listed tasks. The adoption of this act will allow at the legislative level to consolidate the implementation of comprehensive security monitoring systems and to establish the interaction of security forces and local self-government bodies.

The monitoring system will allow to monitor safety not only on highways, in public places, in urban public spaces, but also on social infrastructure facilities, in particular, in educational institutions. If, for example, an attacker penetrates the territory of the school, then the technical means of the system will be able to recognize his face and make a comparison with the base. Thus, facial recognition analytics detects a potentially dangerous person or a wanted person and sends information to a central platform. The operator receives and checks the information. The platform automatically sends alerts to the security and police. The police officer promptly reviews the information from the cameras, notifies the school security and transmits the information to the patrol police. The security guard and the patrol service receive comprehensive information about the incident on the mobile device. After receiving the call, the patrol service confirms its status, travels to the place and makes further decisions.

Also, the system is able to recognize car numbers from more than 70 countries of the world and compare them with existing databases. When a car is found under search, the platform notifies the operator, who confirms the data and transmits it to the police.

This is not a complete list of the capabilities of the complex, because “Safe Country” is able to monitor air quality thanks to the operation of a network of automatic sensors for controlling atmospheric air quality. The sensors of the system can monitor the concentration in the air of substances such as nitrogen dioxide, nitrogen oxide, sulfur dioxide, carbon monoxide, benzene, methyl mercaptan, heavy metals, formaldehydes. If a signal is received from the sensor about exceeding one of the parameters, the system will notify the situation center operator about this.

It is planned that the work of the “Safe Country” complex will positively affect the state of prevention, detection and termination of offenses, contribute to the prevention and prompt response to emergency events, strengthen the efficiency of the security forces to work out real and potential threats to the life and health of citizens and their property.

What exactly should change after the adoption of the bill:

- the level of personal and public safety of residents and guests of the country will increase; - road safety will improve;
- the efficiency of law and order services of all levels will increase; - the level of threats of terrorist acts will decrease;
- constant monitoring of the state of the environment will be carried out;
- centralized collection of information will begin through a unified information environment at the country level.

In the near future, the draft law on the introduction of security monitoring systems will come from the Ministry of Internal Affairs for consideration by the Government, and subsequently will reach the walls of parliament.
