Yesterday, November 25, on the basis of the State Research Expert and Forensic Center of the Ministry of Internal Affairs of Ukraine, a presentation of the capabilities of the Unified Register of Weapons took place.

The event was held with the participation of Deputy Minister of Internal Affairs of Ukraine Igor Bondarenko and Bohdan Drapyaty, Head of the Committee of the Verkhovna Rada of Ukraine on Law Enforcement Activities and People's Deputies of Ukraine.

Deputy Minister of Internal Affairs Igor Bondarenko noted that the automation of accounting of arms circulation processes will ensure the formation, storage, sharing and verification of information about rights in the sphere of arms circulation, as well as will allow effective control over the circulation of weapons in Ukraine.

“We are now at the final stage of creating a registry. The binding of a person to a unit of arms and the ability to uniquely identify objects is implemented in the Unified Register of Weapons, - he said. “In addition to the introduction of control by the state, the work of the registry makes it possible to exclude corruption risks during licensing and registration activities.” In order to settle the issue of providing citizens with the right to an active personal protection of one's life and health in a state of extreme necessity by means of firearms, as well as bringing the existing regulatory regulation in the matter of weapons into line

According to the norms of the Constitution, the draft Law “On the Right to Civilian Firearms” was developed, which was discussed during the meeting of the People's Deputies with the representatives of the Ministry of Internal Affairs.

“Today, citizens legally own firearms in a total of about 1.3 million units, while there are extremely few cases of using legal weapons (including careless handling and cases of using weapons for necessary defense), - Ihor Bondarenko noted. - The adoption of this law will stimulate to those citizens who currently own firearms illegally, legalize it, which will positively affect the overall criminogenic situation, facilitate the process of detection and investigation of crimes.”

adoption of the law on weapons, it is expected that the automation of accounting of arms circulation processes as a result of the introduction of the Unified Register of Weapons will allow to improve control over compliance with the procedure for the manufacture, acquisition, accounting, storage, protection and use of weapons, including at the objects of the licensing system, to carry out the identification of weapons or the main part of the weapon, which have identification numbers, ammunition for it and explosives and ensure effective control by the state in the sphere of arms circulation.

The delegation got acquainted with the methods, lost provision and technical means used by experts of the Expert Service in laboratories for inspection of technical condition and firing of weapons, research, certification of weapons and ballistic accounting, as well as biological research and accounting. Head of the State Enterprise “Infotech” was present features of software and technical construction and possible goals and methods of using the capabilities of the registry.
