Interdepartmental working group completed work on the project “Strategy of Maritime Security of Ukraine”
Yesterday, December 8, the Interdepartmental Working Group completed work on the project “Strategy of Maritime Security of Ukraine”, a document initiated by President of Ukraine Volodymyr Zelensky. The project was presented at a meeting of the working group chaired by the Secretary of the National Security and Defense Council of Ukraine Alexei Danilov. In particular, representatives of the Ministry of Internal Affairs worked on the development of the strategy.
“I thank all the members of the interdepartmental working group for their professional, systematic and coordinated work. Special gratitude to the staff of the Ministry of Internal Affairs for the conscientious preparation of proposals”, - said Deputy Minister of Internal Affairs of Ukraine Bohdan Drapyaty.
The strategy is developed taking into account the modern experience of the leading maritime powers of the world, the positions of scientists on maritime law. It takes into account proposals from 16 authorities, public experts and business associations.
One of the main objectives of the Strategy is to transform Ukraine into an active maritime player in the international arena.
During the meeting, it was noted that the problems related to the development of Ukraine as a maritime power were not solved comprehensively due to a number of external and internal factors. The maritime sector is vulnerable to the full range of maritime security threats inherent in maritime states. In addition, Ukraine faced specific threats to national interests.
Deputy Minister of Internal Affairs of Ukraine Bohdan Drapyaty noted that the sphere of national interests of Ukraine at sea extends to the Azov, Black, Mediterranean and Baltic Seas and the Kerch Strait, as well as other areas of the World Ocean.
The main threats to Ukraine's security at sea are:
- aggression of the Russian Federation against Ukraine
- terrorist acts
- illegal trade in arms and weapons of mass destruction
- drug trafficking
- Piracy
- smuggling
- cyber threats
- illegal migration and human trafficking
- illegal, unaccountable and unregulated fishing
- causing damage to the marine and river environment
- the decline of the domestic marine industry
- insufficient effectiveness of maritime security actors
