Almost UAH 16 million in losses during the purchase of electronic textbooks - police investigators reported the suspicion of the ex-official of the Nikolaev regional state administration and its accomplices
Former officials, directors of utilities and private enterprises are suspected of official negligence and misappropriation of funds.
The investigators of the investigative department of the police of the region, the police department No. 1 of the Nikolaev district administration and the operatives of the regional department of strategic investigations of the National Police exposed the illegal activity of the defendants.
The police found that during 2017-2019, the director of one of the Departments of the regional state administration, the heads of the municipal organization and the private company-supplier entered into agreements for the receipt of services. Namely, access to the platform of electronic school cepvis and to the use of textbooks and manuals in electronic form for students of general educational institutions of the Nikolaev area.
It turned out that according to the official documentation, the accepted services did not meet the technical requirements and functional data. Without checking these data, officials signed the documents. On their basis, funds were transferred from the budget. During the investigation, law enforcement officers found that most of the education departments of the region did not use the purchased electronic services at all due to their inconsistency with the training program. It was also found that the manuals in electronic form were devoid of functionality — they did not contain the multimedia and interactive functions that were stated in the requirements at the time of purchase, but were scanned versions of the textbooks.
As a result of such actions, the participants in the budget of the region suffered losses of almost UAH 16 million.
Based on the evidence received, the investigators reported the suspicion to the ex-official of the Regional State Administration and the head of the municipal enterprise about the suspicion under Part 2 of Art. 367 (Civil negligence) of the Criminal Code of Ukraine. To the head of a private company - according to Part 5 of Art. 191 (Appropriation, embezzlement of property or possession of it by abuse of official position) of the Criminal Code of Ukraine.
The issue of choosing preventive measures for suspects and removal from the post of director of a communal institution, as well as the imposition of arrest on their property, is resolved.
