Police continue to carry out preventive and explanatory work among citizens and business entities on compliance with quarantine requirements. In case of detection of facts of deliberate violation of quarantine restrictions and refusal to eliminate them, law enforcement officers bring individuals and legal entities to justice.

In order to monitor the implementation of quarantine restrictions, mobile groups have been created in the Metropolitan Police. On a daily basis, police officers as part of such groups check compliance with anti-epidemic measures by both individuals and legal entities. Police are heavily patrolling the streets, squares, forest park areas and recreation areas.

The main task of law enforcement officers is preventive preventive and explanatory work among citizens on the need to comply with such measures, first of all, personal safety. In extreme cases, if citizens refuse to comply with the lawful orders of police officers and knowingly violate quarantine restrictions, thereby putting themselves and others at risk, police officers bring them to justice.

Thus, in the last day alone, 490 establishments of economic activity were checked, including entertainment establishments, catering establishments, shopping and entertainment centers, etc. According to the results of the inspection in 173 cases, violations of quarantine restrictions were found and, as a result, for non-compliance with the requirements of Art. 44-3 (Violation of the rules on quarantine of people) of the Code of Ukraine on administrative offenses, administrative protocols have been drawn up for officials of institutions, for which punishment in the form of a fine of 34 to 170 thousand hryvnias is provided.

“Once again, I turn to the managers of entertainment establishments, who, despite the current restrictions, often resort to tricks and organize closed parties with limited access in places. I assure you that all such facts will not remain unnoticed by law enforcement officers. With your illegal actions, you endanger not only yourself, staff, but also your customers. Criminal liability is provided for such illegal actions under the conditions of quarantine, and therefore, in agreement with the procedural heads of the prosecutor's office, we will carry out all possible urgent procedural actions to document such facts and bring the perpetrators to justice,” said the head of the Kiev police Andriy Krishchenyi Co.

We remind you that for violation of the rules on quarantine of people, sanitary-hygienic, sanitary-anti-epidemic rules and norms in accordance with Art. 44-3 “Violation of the rules on quarantine of people” KUPAP provides for punishment in the form of a fine on citizens from one to two thousand non-taxable minimum incomes of citizens and on officials - from two to ten thousand non-taxable minimum incomes of citizens. The second part of the same article provides for punishment in the form of a fine of ten to fifteen non-taxable minimum incomes of citizens for staying in public houses, buildings, public transport during quarantine without wearing personal protective equipment, in particular respirators or protective masks covering the nose and mouth, including self-made.

At the same time, we inform that for violation of sanitary rules and norms for the prevention of infectious diseases and mass poisoning, criminal liability is provided in accordance with Art. 325 of the Criminal Code of Ukraine.

We emphasize that police officers, within their powers, will continue to monitor compliance with anti-epidemic measures. We urge citizens not to violate quarantine restrictions, use personal protective equipment and observe social distancing, so as not to put themselves and others at risk.
