The number of accidents with victims on the roads of Ukraine decreased by 6% compared to last year - Oleksiy Biloshitsky
Today, November 22, an outbound meeting of the Verkhovna Rada of Ukraine Committee on Law Enforcement Activities was held in Kharkiv. The participants discussed the state of law and order in the territory of Kharkiv city and Kharkiv region on ensuring safety on roads, problems of law enforcement and directions of improvement of legislative support.
First Deputy Chief of the Department of Patrol Police of Ukraine Oleksiy Biloshitsky said that over 10 months of 2021 in Ukraine there were more than 150 thousand traffic accidents, of which 20,300 are victims and dead.
“There is a positive trend compared to the previous year - the number of accidents with victims decreased by more than 6%. But, unfortunately, 2,592 people died. This figure has decreased by almost 9%, but the figure still remains glaring,” he said.
For 10 months of 2021, units of the National Police of Ukraine processed more than 4 million 300 thousand calls to line 102. More than 4 million 500 thousand administrative materials were compiled, among which 113 thousand - on management in a state of intoxication.
“I note the positive consequences of the judicial review of administrative materials on driving while intoxicated. More than 60 thousand of them have been considered and in 22 cases sanctions such as the free seizure of vehicles have already been applied. 48 times vehicles have been seized for a fee, in 203 cases administrative arrest has been applied. These are the consequences of the positive changes that were adopted under the draft law No. 2695,” Oleksiy Beloshitsky added.
Also, the first deputy head of the PPP noted that, unfortunately, the statistics on the application of new types of penalties are not yet large. There are cases when courts apply situations of minor importance and transfer cases to the labor collective, although the Verkhovna Rada of Ukraine has deprived of such an opportunity. Important is the work to identify persons who, despite being prosecuted, drive vehicles without an existing driver's license and do not have the right to drive.
For 10 months of 2021, about 99 thousand such persons were identified. 22 thousand drove cars, deprived of the right to drive. Oleksiy Biloshitsky emphasized the positive effect of the widespread introduction of the System of Automatic Traffic Fixing on the roads of Ukraine.
“During this year, we have managed to greatly increase the number and presence of automatic fixation devices. Currently, 236 of them are on the territory of our state. 20 are installed in the Kharkiv region, 11 of which are located directly in the city of Kharkiv,” he noted.
In the city of Kharkiv and Kharkiv region, more than 120,000 thousand decrees were issued on prosecution for violations of traffic rules, which were recorded in automatic mode.
“The Department of Patrol Police, the leadership of the National Police and the Ministry of Internal Affairs will announce an increase in automatic fixation devices on the territory of Kharkiv region. Also at the final stage of certification, the Phantom mechanism is launched. These are vehicles that record violations of traffic rules directly in traffic. Soon we will see them on the roads of our state. One of the first such devices will be transferred to Kharkiv region to strengthen control”, - said Alexey Beloshitsky.
