The health worker together with a friend produced international certificates on vaccination against COVID-19 without undergoing such a procedure. For pseudo-vaccination, citizens paid about 6,000 hryvnias.

Unauthorized actions with information processed in state automated systems were exposed by employees of the Cyber Crime Control Department in the Dnipropetrovsk region together with the Investigative Department of the Dnieper District Police Department and representatives of the Ministry of Digital Affairs.

The scheme for the production of fake certificates was organized by a 44-year-old employee of a medical institution together with her 27-year-old acquaintance, who acted as an intermediary. In the messenger, citizens were offered to receive an international certificate without undergoing vaccination against Covid-19.

For 1500 hryvnias, they offered a certificate of vaccination without entering personal data into the database of the electronic health system. Instead, for 6,000 hryvnias — a certificate with data entry into the database of the Ministry of Health.

Currently, law enforcement officers are identifying persons who have used the services of the defendants.

Police officers conducted searches at the places of work and residence of offenders. Mobile phones, bank cards, samples of vaccination certificates and “draft” records have been removed.

Criminal proceedings under Part 1 of Art. 362 (Unauthorized actions with information processed in computers, automated systems, computer networks, committed by a person who has the right to access it) of the Criminal Code of Ukraine. The issue of declaring suspicion to the defendants is being resolved.

Procedural management is carried out by the Dnipropetrovsk District Prosecutor's Office.
