Cyber police exposed two state registrars in transactions with municipal property in Lviv
Those involved in the interests of third parties changed the boundaries of the regional landscape park in order to hide the illegal disposal of land. Thus, almost UAH 5 million of damage was caused to the local community. Officials are under suspicion.
Unauthorized actions with information processed in automated systems were exposed by employees of the cyber crime prevention department in Lviv region together with the investigative department of the district police department.
The defendants illegally entered information to the State Land Cadastre on the basis of forged land management documentation, which did not comply with the generally defined norms of the legislation, and was also submitted by persons not authorized to submit it.
Thus, a plot of land worth about 5 million hryvnias was illegally removed from the boundaries of the regional landscape park. In order to conceal the crime, park officials in collusion with employees of the land management organization produced new technical documentation with land management. On the basis of which the state cadastral registrars changed the boundaries of the park. Officials entered the information into the public cadastral map of Ukraine and assigned new cadastral numbers. The defendants acted despite the lack of permission of the Lviv City Council.
Two state registrars were informed of suspicion under Part 1 of Art. 362 (Unauthorized actions with information that is processed in computers, automated systems, computer networks or stored on media of such information, committed by a person who has the right to access it) of the Criminal Code of Ukraine. The pre-trial investigation is ongoing. The issue of declaring suspicions to other defendants is currently being resolved.
Procedural management is carried out by the Galician District Prosecutor's Office of Lviv.
