Ekaterina Pavlichenko: National Police improves algorithms for responding to cases of domestic violence

This was announced today, September 27, by Deputy Minister of Internal Affairs Kateryna Pavlichenko during a meeting with the specialists of the Ministry of Internal Affairs system who carry out measures in the field of combating and preventing domestic violence. The event is organized by the United Nations Population Fund Representation (UNFPA).

The meeting “Improving algorithms of police response to domestic violence cases” is attended by specialists of the Department of Human Rights Monitoring of the Ministry of Internal Affairs, Academy of Patrol Police, Office of Human Rights Compliance of the National Police, Department of Patrol Police of NPU, Department of Preventive Activities of NPU, Legal Department of the NPU, the Department of Personnel Support of the NPU, the Department of Juvenile Prevention of the NPU, the Main Investigation Department of the NPU, as well as specialists of the main departments of the National Police from the regions.

Over the course of two days, experts analyze successful practices and problematic issues of police response to domestic violence cases and develop recommendations for improving response algorithms, taking into account the international principles of combating domestic gender-based violence.

The Deputy Minister of Internal Affairs told law enforcement officers about the priority areas of activity of the Ministry of Internal Affairs of Ukraine to combat domestic violence.

“When responding to cases of domestic violence, we must focus on several important aspects. First, it is the inevitability of punishment for the offender. In each case, we must focus on the fact that the offender must bear the punishment. Currently, changes in legislation are underway at the state level to protect the victim, punish the abuser, and create effective response mechanisms for domestic violence cases. The Law has already been adopted, another draft law is under consideration in the Verkhovna Rada of Ukraine,” said Kateryna Pavlichenko.

In addition, she stressed the need to establish awareness among rural residents about the problems of domestic violence.

“From the statistics of citizens' appeals to the police, we observe that in villages and settlements it is necessary to look for additional channels of information about the problems of domestic violence. Also an important issue in situations of domestic violence are children, who unfortunately remain unnoticed. We must develop algorithms that will clearly determine the actions of police officers when going on call. Determine what information about children should be recorded in the protocol and where to transfer it,” said Kateryna Pavlichenko.

The Deputy Head of the Ministry of Internal Affairs thanked the UN Population Fund Delegation for the support of the Ministry of Internal Affairs and the National Police, as well as for establishing cooperation between all state bodies and institutions, including the deputy corps, in order to bring the topic of domestic violence to a qualitatively new level.
