European methods in ensuring public order: we summarize the first stage of training!
The training cycle under the program “Fundamentals of special tactics of special purpose police units according to the Scandinavian model of ensuring public safety and order during peaceful gatherings and other mass events” continues on the basis of the Dnipropetrovsk State University of Internal Affairs. 70 law enforcement officers from special forces units are already underway. studied the basics of the Scandinavian model and received certificates of successful graduation.
The specialist team of trainers on public safety issues of the Civil Guard of the Kingdom of Spain, experts of the Consultative Mission of the European Union and the United Nations Office for Project Service in Ukraine, as well as representatives of the National Police of Ukraine share their experience and experience with police officers.
The program, which is mastered by law enforcement officers on the basis of DDUVS, provides both theoretical lessons and practical simulations. The training takes place with the involvement of cadets of the institution, as well as the use of service vehicles and special equipment.
Thus, the police study in detail such aspects of ensuring public order as the psychology of the crowd and its management, as well as the dialogue police and the peculiarities of its activities, the concept of public order, etc.
“We proposed a new concept of the Scandinavian model of ensuring public order, adapted in Ukraine in 2018 for the National Police of Ukraine. Step by step, this system will develop and become even more useful and more effective for Ukraine. We conducted 7 different trainings in several cities of Ukraine: Kharkov, Dnipro and Odessa. Since at the management level, representatives of the public order department have been trained in the use of the Scandinavian model, the police are familiar with its tactics, techniques and procedures. Usually law enforcement officers are initially skeptical of this approach. But every day they delved more and more into the peculiarities of the method and acquired the necessary basics, which in the future will be worked out and applied in practice. As a result, the participants of the training in Dnipro agreed that the concept is really effective. After completing three trainings on public order and safety in DDUVS, we plan to conduct two more trainings directly to train trainers. The main focus of these exercises will be on mastering the techniques of self-conducting further training by the police”, - comments Fernando Magro Moros, head of the specialized team of trainers on public safety issues of the Civil Guard of the Kingdom of Spain.
The main part of the exercises is practical simulations that take place on the square of the Dnipropetrovsk State University of Internal Affairs. The
head of the Ukrainian group of trainers Taras Griniukh notes that the main task of the training is to change the attitude of citizens towards the police, and for law enforcement officers - to learn how to properly and professionally control the crowd.
“Our system is based on the fundamental principles of the Scandinavian model, which is radically different from the old methods of ensuring public order and security. The new method is more relevant, humane and effective. Within the framework of practical simulations, we worked on breaking large crowds into smaller cells for the purpose of localization, as well as laying filtering “borders” to detain aggressive crowds and in general support and control of mass gatherings, etc.,” notes Taras Griniukh.
Recall that the training cycle includes 3 seminars, according to the results of which law enforcement officers pass exams. Based on the results of the training, a group will be formed among the participants to continue specialized training directly for future coaches. As a result, they receive the appropriate certificates.
