The ex-director of one of the departments of the Moscow State Administration and six of his associates were informed of suspicions — they appropriated more than UAH 13 million from the budget
Among the suspects are former and current officials of the department. The sanction of the article incriminated by him provides for a sentence of seven to twelve years in prison.
The criminal activities of the group were exposed by the operatives of the Strategic Investigations Department in the city of Kyiv of the National Police together with law enforcement colleagues.
According to the investigation, the “scheme” of appropriation of budget funds was organized by the former Director of the Department of the Executive Body of the Kyiv City Council (Kyiv City State Administration). He took as accomplices six of his subordinates — deputies, department head, sector head, chief specialist and procurement commissioner. Some of them are active employees. Each of the participants of the “scheme” performed its role: coordination of actions, ensuring the signature under contracts, development of the “necessary” tender documentation.
The “scheme” was as follows: according to the results of open tenders, officials concluded a number of contracts with the controlled enterprise for the supply of medical devices and personal care products at inflated prices. At the same time, the price increase amounted to 106%, which caused more than UAH 13 million in losses to the budget of Kyiv. The funds received were distributed among all members of the group.
Yesterday, May 12, police conducted searches of the places of residence and work of intruders. Discovered and seized documents and “rough” records confirming the illegal activities of the latter.
In addition, investigators of the Investigative Department of the Metropolitan Police under the procedural guidance of the Kyiv City Prosecutor's Office informed the organizer and six members of the group about the suspicions. They incriminate the appropriation of someone else's property by abuse by an official of his official position, committed by an organized group, on a particularly large scale (Part 5 of Art. 191 of the Criminal Code of Ukraine).
The sanction of the article provides for punishment in the form of imprisonment for a term of seven to twelve years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years and with confiscation of property.
