DPSU: From August 5, the rules of border crossing and entry and exit checkpoints related to quarantine change

Resolution of the Cabinet of Ministers of Ukraine No. 787 of July 28, 2021 amended restrictive anti-epidemic measures to prevent the spread of acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus on the territory of Ukraine. These changes, in particular, relate to the rules of crossing the state border and entry and exit checkpoints on the demarcation line in the east of Ukraine and the administrative border with the temporarily occupied Crimea. They come into force on August 5.

In particular, foreigners and stateless persons with the exception of certain categories are still required when entering Ukraine to have a policy (certificate, certificate) of insurance against COVID-19, valid for the entire period of stay in Ukraine, as well as a negative result of PCR or express testing for COVID-19, which were carried out no more than 72 hours before crossing the state border border, or a document confirming receipt of a full course of vaccination against COVID-19 with vaccines included by WHO in the list of authorized, or in accordance with international agreements concluded by Ukraine on mutual recognition of COVID-19 vaccination documents or mutual recognition of COVID certificates.

At the same time, the Government's decision stipulates that persons crossing the state border to enter Ukraine are subject to self-isolation. This applies to both citizens of Ukraine and foreigners.

Among the exceptions, self-isolation when crossing the border does not include:

- persons under 18 years of age;

- citizens of Ukraine who left abroad before August 4, 2021;

- members of official delegations of foreign states, employees of international organizations;

- employees of diplomatic missions and consular agencies of foreign countries, representative offices of official international missions, organizations accredited in Ukraine;

- servicemen (units) of the armed forces of NATO member states and states participating in the NATO Partnership for Peace program who participate in the training activities of the Armed Forces units or arrive at the invitation of the Ministry of Defense;

- participants of external independent assessment, persons intending to enter educational institutions, including courses (departments) in preparation for admission to state higher education institutions, applicants for education studying in educational institutions located on the territory of Ukraine, as well as parents (adopters), guardians, guardians, other legal representatives or other persons authorized by the parents (adopters), guardians, trustees or other legal representatives who accompany such persons;

- drivers and crew members of cargo vehicles, buses carrying out regular transportation, crew members of air and sea, river vessels, members of train and locomotive crews;

- persons who have a document confirming receipt of a full course of vaccination, either an international, domestic certificate or a foreign certificate confirming receipt of a full course of vaccination against COVID-19;

- citizens of Ukraine who have a document issued in accordance with the established procedure of the Ministry of Health confirming receipt of one dose of COVID-19 vaccine, included by the World Health Organization in the list of authorized for use in emergency situations

- and other categories of citizens, in accordance with the approved exceptions.

Crossing the state border to enter Ukraine by foreigners and stateless persons who are subject to self-isolation, without the installed and activated mobile application of the electronic service “Vdoma” is prohibited. In case of impossibility of installing a mobile application, refusing to install it, border guards will refuse such persons to cross the state border.

In addition, self-isolation is provided for citizens arriving from the temporarily occupied territories in Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city. Sevastopol. It does not apply to:

- persons under 18 years of age;

- employees of representative offices of official international missions, organizations accredited in Ukraine;

- participants of external independent evaluation;

- persons intending to enter educational institutions, including courses (departments) in preparation for admission to state higher education institutions located in the territory where state authorities exercise their powers in full;

- applicants for education who study in educational institutions located in the territory where state authorities exercise their powers in full;

- one of the parents (adoptive parents), guardians, guardians, other legal representatives or other persons authorized by one of the parents (adoptive parents), guardians, guardians or other legal representatives accompanying the persons specified in paragraphs four to the sixth paragraph of this subparagraph tu;

- citizens of Ukraine who wish to vaccinate against COVID-19 in the territory where state authorities exercise their powers in full, subject to presentation of an invitation for vaccination with a unique identifier;

- persons who have a document confirming receipt of a full course of vaccination or an international, domestic certificate or a foreign certificate confirming receipt of a full course of vaccination against COVID-19;

- citizens of Ukraine who have a document issued in accordance with the established procedure of the Ministry of Health, confirming the receipt of one dose of COVID-19 vaccine, included by the World Health Organization in the list of authorized for use in emergency situations.

We advise citizens to familiarize themselves with the full list of categories of persons who are not subject to self-isolation.

Self-isolation, observation of a person in connection with the crossing of the state border is not applied or terminated in the event of a negative result of testing for COVID-19 by PCR or express test, which was carried out after crossing the state border. This norm does not apply to persons who arrived from Russia, India and stayed on their territory for more than seven days in the last 14 days.

For persons who arrived from TOT in Donetsk and Luhansk regions, Autonomous Republic of Crimea and the city. Sevastopol self-isolation, observation is not applied or terminated in case of receiving a negative result of testing for COVID-19 by PCR method or express test, which was carried out after crossing the checkpoints of entry to the TOT in Donetsk and Luhansk regions, Autonomous Republic of Crimea and the city. Officials of the State Border Guard Service check the installation and activation of the mobile application by persons when they cross the state border or entry-exit checkpoints.

The self-isolation period is 10 days for persons who have crossed the state border or entry-exit checkpoints, and begins 72 hours from the moment of crossing. This rule also does not apply to persons who have arrived from Russia, India and have been in their territory for more than seven days in the last 14 days.

For citizens who have crossed the state border and arrived from Russia, India and have been in their territory for more than seven days during the last 14 days, the period of self-isolation is 14 days, which begins from the moment of crossing the state border and cannot be terminated earlier.
